Junior Financial Analyst

The Township of Springwater, located in the heart of Simcoe County, is a mixed urban/rural municipality with growing urban settlements and a prosperous agricultural sector. The municipality is currently recruiting for one (1) new permanent, full-time position of Junior Financial Analyst.
This position is responsible for coordinating all accounts receivable billing and collections functions for the Township, assisting with budget preparation and assisting with general ledger management.
The Township offers flexible work arrangements, including an opportunity for this position to participate in our 4-day work week program.
Position Responsibilities
* Responsible for all accounts receivable functions, including accurately billing and collecting on developer/subdivider accounts
* Responsible for handling inquiries from developers/subdividers regarding their accounts
* Responsible for quarterly and year end reconciling of accounts for developer/subdivider receivables, inspection deposits, topsoil deposits, tertiary septic deposits and other accounts that may be added from time to time
* Provides collections assistance when required
* Assists with billing and collection of all costs related to municipal drains
* Assists with reconciliation of the operating bank account
* Processes payments and issues receipts for sundry receivables
* Assists with the completion of quarterly HST returns
* Assists with monthly, quarterly, and yearend general ledger account reconciliation and reporting
* Assists with budget preparation and monitoring
* Assists with preparation of external reporting
* Provides backup to the Accounts Payable Coordinator in their absence
* Assists the Financial Analyst with reporting to community associations
* Assists the Manager of Budgets and Reporting/Deputy Treasurer with data collection and reporting
* Performs other duties as assigned
Qualifications and Experience
* Completion of a University Degree or College Diploma in Business Administration, Commerce, Accounting, Finance or a related field.
* Completion of the Municipal Accounting and Finance Program (MAFP) and Municipal Administration Program (MAP) through the Association of Municipal Clerks and Treasurers of Ontario (AMCTO) is recommended.
* Minimum 2 to 5 years related work experience, preferably in a municipal finance department.
* Knowledge of the Municipal Act, and Municipal Freedom of Information and Protection of Privacy Act.
* Knowledge of municipal administration.
* Knowledge of collection practices and management.
* Good interpersonal and public relations skills, as well as the ability to work well in a team environment and to function independently with minimal supervision.
* Excellent organization and time management skills, with the ability to prioritize work schedules, meet deadlines, complete assigned duties within timelines and deal with conflicting priorities.
* Excellent verbal and written communication skills are required with the ability to communicate effectively, professionally, and courteously with other levels of government and the general public.
* Proven ability to handle conflict including excellent problem solving abilities.
* Computer literacy in Microsoft Office, including advanced Excel skills, as well as email, document management and Internet proficiency is essential.
* Knowledge of Microsoft Dynamics GP General Ledger module and Questica budgeting software would be considered an asset.
* Ability to maintain discretion and confidentiality of information is critical.
* Due to the responsibilities of this position, you will be required to have a Police Information Check satisfactory to the Township.
Rate of Pay
The Township of Springwater offers a competitive salary and a comprehensive employee benefit plan, including participation in the OMERS pension plan for this position. Compensation for this position is currently $69,070.76 to $80,803.02 per annum (2024 rate).
Hours of Work
This position will work 35 hours per week; however, occasional hours outside of normal business hours, including attendance at evening meetings, will be required.
