Job Overview
This exciting new role will be responsible for scheduling and delivery of the Facility Condition Management (FCM) survey Programme across the South West region. The role involves conducting surveys on built, rural, and infrastructure assets using an App-based reporting tool. You will manage survey actions arising from surveys, ensuring appropriate remedial action is conducted and the CAFM (Maximo) system is updated. Produce reports as necessary to assist with Programme and project works.
The post will be based at Westdown Camp in Wiltshire, and regular travel will be required across the East region, including sites in Somerset, Devon, and Cornwall. There is a degree of flexibility in the role, and hybrid working options are available.
Role Responsibilities
1. Carry out and manage the Facility Condition Management (FCM) surveys programme, including scheduling of survey tasks in accordance with MIRS (SFG20) on the agreed asset list.
2. Conduct surveys of MoD level 2 assets (buildings and infrastructure).
3. Undertake a visual condition assessment and assign a condition rating for each facility system based on a systematic visual assessment for each Level 2 Asset (OP need 1-3) in accordance with the FCM Guidance Document.
4. Work with the regional Planning Manager for scheduling and allocation of PPM/PM WO to appropriate managers/supervisors/bought-in specialists.
5. Support the production of regional KPIs that cover FCM inspection.
6. Act as the focal point for all FCM scheduling and the e-working processes.
7. Liaise with the Contract Support Office as required, including completing requests for information and supporting reporting requirements.
8. Undertake a 5% review of completed work in the month to provide assurance that the reports are accurate and complete.
9. Report on progress, highlighting areas for concern and take appropriate action.
10. Ensure that reports and certificates are reviewed in a timely manner and any remedial actions programmed.
Ideal Candidate
1. Knowledge of Hard Facilities Management gained through a Level 5 qualification such as NVQ in a relevant discipline or through appropriate experience.
2. Knowledge of maintenance and inspection methodologies including statutory and mandatory requirements.
3. Knowledge gained through membership of an appropriate professional body such as IWFM or Association of Building Engineers.
4. Knowledge of H&S such as COSHH, manual handling, risk assessments, and safe systems of work to IOSH Managing Safely level.
5. Familiarity with the RICS New Rules of Measurement.
6. Experience of surveying built estate assets and grading their condition through visual survey.
