Estates is at the centre of the government’s plans for transforming the NHS with a number of capital investment programmes running and more expected as part of the commitments that will be set out in the new NHS Long Term Plan and outcome of the Darzi review. The 42 Integrated Care Systems in England have just completed Infrastructure Strategies that now need to be delivered.
Big challenges face us with increasing backlog maintenance across all sectors (primary care, mental health, community and acute); Private Finance Initiative (PFI) hospitals and Local Improvement Finance Trust (LIFT) Primary care centres reaching the end of their contracts; The NHS estate needs to be greener with ambitions to become the world’s first net zero health system by 2040, setting the global standard; Building new state-of-the-art hospitals; Channelling investment to accelerate community-based care for patients; and planning for our 100,000 strong Estates and Facilities workforce. Focus on the estates has never been higher.
As a member of the SMT, you will be an inspirational, personable and approachable leader, passionate about estates having significant estates experience within large, complex organisations. A strategic thinker bringing a fresh perspective to the role and have the energy, tenacity and enthusiasm to drive forward change.
Reporting directly to the Head of Profession you will lead the Estates Delivery Team in the North West region, whilst also leading and participating in national programmes and initiatives.
The aim is to deliver high quality independent strategic and operational estates and facilities advice and support across the NHS organisations throughout the region. Facilitating NHS Trusts, Primary Care Networks and ICSs to create better healthcare environments and generate cost efficiencies that will benefit patients and the wider health economy. It is a challenging and diverse role working across the healthcare and wider public-sector system as part of an independent strategic estates function.
You will partner with senior stakeholders in NHS Trusts and ICSs to deliver the NHS England Long Term Plan, capital programmes and estates strategies which empower the transformation of care and are clearly linked to other infrastructure enablers.
This is a results focused role. You will be skilled in stakeholder management, data analysis, capital programme and project delivery, management and mitigation of backlog maintenance and Critical Infrastructure Risk, surplus land release, green plans, estates and facilities workforce strategies and have a thorough knowledge of the NHS and estates and facilities operational issues and policy objectives, demonstrating commercial awareness and technical ability to be most successful.

The post-holder will lead a team of Estates Delivery Leads covering the North West Region.
The key objectives include, but are not limited to, the delivery of capital, operational resilience including RAAC, workforce management, sustainability, hard and soft FM policy development and implementation, Estates assurance, ICS infrastructure strategies, contributing to the development and implementation of Estates technical guidance and standards and promoting P23 framework.
You will also be expected to:
• engage with senior leaders in the region including finance.
• work with estates data and support data improvements for your region.
• act as the senior estate and infrastructure lead for local NHS systems, supporting the delivery of an estate infrastructure that meets changing service needs whilst driving out best value and best use from the estate.
• Contribute to ensuring that the team’s corporate objectives are achieved.
• Work in partnership as a senior ambassador for NHS England Estates and Facilities team, visibly demonstrating our values, and upholding the NHS Constitution.
• Develop clear estates plans which deliver tangible change on the ground and improve the environment for our patients and clinical staff.
• Effectively lead Local Estate and service transformation Forums and maximise breadth of membership in order to develop and deliver robust improvement plans.
• Provide independent and expert advice and challenge and overcome barriers to change.
• The postholder will be expected to travel across their Region to Provider and Commissioner premises.
The NHS Estates Team at NHS England is a national team of circa 140 people, our key bases are Leeds and London, with other locations regionally across the North West including in Manchester, Liverpool, Chester and Runcorn.
