Roles that require PVG Membership
Please note that with effect from 1 April 2023, where a role requires PVG membership, candidates will be required to meet the cost of the PVG membership. This applies only to roles with a full-time equivalent salary of £30,000 and above (Teaching roles and jobs at Grade 11 and above (currently £30,285 per annum / £16.64 per hour).
The Council will pay for the PVG membership cost initially, either £18 for existing PVG scheme members, or £59 for non-members, and this cost will be deducted from an employee’s first FULL month’s salary payment.
Job purpose/about the role
Leading and managing the development obligations process on behalf of Aberdeen City Council. Working with all parties to the application process, to co-ordinate communications with consultees, applicants and elected members and ensure timely responses to the case officer. Negotiating developer obligations and assisting in the preparation of policies and guidance on developer obligations for the Council. Managing the monitoring and dispersal of collected funds and developing community asset plan in conjunction with local communities and elected members. Providing training to case officers and consultees on issues relating to developer obligations.
Critical to this role will be strong and effective experience in programme management, engagement of, and liaison with elected members and consultees, and strong negotiation skills.
The post holder needs to hold as a minimum:
* Honours Degree (or equivalent) in Surveying, Land Economy, Planning or Planning related Environment, Building/Construction
* Membership of an appropriate professional body related to the demands of the post (e.g. RICS)
The postholder is able to demonstrate:
* The financial/developer obligations aspects of Town Planning, Construction or the Development Industry, including programme management
* Successful collaborative working to achieve objectives in challenging environments with multiple stakeholders, including Elected Members and community groups
* Excellent verbal and highly developed negotiation and conflict management skills in the development industry, including contract negotiation and influencing, motivating, and gaining consensus with senior decision makers
* Excellent analysis of data and information and written skills including the production of cogent reports
* Effective planning and monitoring of significant financial and human resources and own and others’ priorities/workloads, working autonomously with high-level stakeholders, using discretion and initiative, subject to minimal managerial direction
