PROJECT / SENIOR QUANTITY SURVEYOR - Permanent Opportunity

As the GRAHAM business continues to grow and develop, we are looking for an enthusiastic Project/Senior Quantity Surveyor to manage a significant healthcare project in the Midlands region.
Reporting to the Commercial Manager, this position will be responsible all commercial activities on a project from procurement of the Subcontract packages to final account settlement with the supply chain and the Client. Previous experience in Healthcare, P21/P22 would be desirable but not essential.
There will also be involvement from time to time in tenders and bids.
The ideal candidate will have demonstrable experience in a similar position with a main contractor. A full driving license is essential. The Project/Senior Quantity Surveyor shall be responsible for:
1. Liaising with Estimators and establishing / setting up the project cost allowances. Establish a set of site Activity Cost Codes to be used on the project and circulate as required. Measure and value subcontract and labour work only. Record Subcontract Contra Charges. Register subcontract payments. Prepare and Issue subcontract documentation including the Letter of Award and company H&S Pack. Prepare and submit Interim Valuations as and when required. Prepare and submit Variations / Compensation Events as and when required. Ensure a register of Variations / Compensation Events is kept and updated. Prepare a materials on site reconciliation with each interim measurement report showing cost versus allowances. Project quantities to complete in the BoQ / Activity Schedule. Ensure the sites are completing weekly GRN’s and Labour Allocation Sheets. Ensure GRN’s and Labour Allocation Sheets are Activity Coded by site. Collate and value weekly Labour Allocation sheets using agreed rates. Ensure weekly Plant Records (Internal and/or Ext Hired) are completed by site. Collate and value Plant Record Sheets using agreed rates. Regularly review the plant programme with the Site Agent and update if required. Prepare monthly subcontracts liabilities / accruals at each month end. Ensure timely completion of the monthly contract cost report, identify problem areas and trends, report on any monthly movements and substantiate gains / deficits on each activity code. Regularly review contract cost ledger, identify and amend any ambiguities with regards to invoices and activity coding. Establish and report on forecast final costs and forecast final recovery for each site under your commercial control. Prepare and issue subcontract enquiries in conjunction with the Site Agent and Procurement Dept. Analyse returned subcontract quotes and establish best VFM. Explore and promote areas where opportunities may exist to Value Engineer. Issue Subcontract Payment Notifications as and when required. Issue cost allowances to the Site Agent and review budgets for work being undertaken. Ensure that Subcontract Pre-Appointments are being completed by the sites. Obtain subcontractors insurances and UTR details before work commences. Agree subcontract final accounts in conjunction with the Site Agent. Report on Subcontract buying gains and losses for each site. Negotiate and agree rates / prices with Labour Only subcontractors in conjunction with the Site Agent. Review recovery against Labour Only work – if paid on time basis. Review disruption authorised Variation work has had / may have on site progress and other works. Attend meetings as and when required with Site Agent. Prepare and update budgets and cash-flow / expenditure profiles for your section. Attend regular meetings with Contracts Director(s)/Contracts Manager(s) as and when required. To introduce improvements, where appropriate and in consultation with the Commercial Director, to areas of your responsibility. To promote the company at all times. To assist in attracting and retaining staff.
