About the Job:
The Procurement Lead is a frontline leadership position and will be responsible for the overall performance of generally 1-4 procurement team members. The Procurement Lead will provide on the job training, mentoring as well as identifying, documenting, implementing improvements that will increase efficiencies, reduce material cost, and improve material on time deliveries from suppliers. The Procurement Lead will negotiate and place purchase orders and services and will be responsible for the overall performance of assigned “C” level commodities and suppliers
Essential Functions:
* Purchase goods, materials, and services to ensure the company operational needs are met
* Responsible for the overall performance of assigned commodities/suppliers and team members
* Evaluates suppliers, quotes, and services to determine most appropriate suppliers
* Ensures purchasing team members are compliant to all government purchasing policies and procedures
* Provides OJT training, development, and performance mentoring of team members
* Representative when the Procurement Manager is unavailable
* Identifies improvements, documents, provides solutions, training, and drives implementation
* Creates and executes to supplier recovery plans
* Conducts weekly, month, quarterly, yearly rhythm meetings with suppliers as needed
* Implements purchase contracts that comply with company and government regulations
* Oversee new project proposals and quoting process for the company
* Track and report key functional KPI’s
* Partner with stakeholders to ensure SOP’s and AWI’s are adhered to and maintained
* Forecast price and market trends to identify changes of balance in buyer-supplier power
* Perform cost and scenario analysis, and benchmarking
* Prepare monthly reports of purchasing operations and submit to upper management
Requirements:
Qualifications/Experience:
* Bachelor’s degree in supply chain management, business administration, purchasing management or a related field of study and/or preferably 5 years in purchasing and/or material planning.
* Currently hold (or willing to acquire one of the below certificates on or before 2 years after accepting position):
* APICS Supply Chain certification
* Certified Purchasing Professional (CPP) certification
Skills:
* A strong knowledge of specific industries and markets, as well as a strong grasp of material planning and purchasing negotiation techniques.
* Experienced with FAR/DFAR/ ITAR and CPSR guidelines and governances.
* Understanding of basic management/leadership skills
* Excellent negotiation skills
* Excellent written and verbal communication skills
* Demonstrated knowledge of procurement systems, processes, and procedures.
* Working knowledge of MRP/ERP systems and digital procurement platforms.
* Proven results in price negotiation, key performance indicators (KPIs), conflict resolution, supplier performance and risk management.
* Experience in procurement optimization including MRP, reorder point, Kanban’s, safety stock, inventory optimization and supplier performance management
* Experience in supply chain management, materials management in a low-volume, high-mix, environment
* Experience driving business continuity and supply chain risk mitigation strategies
* Track record of delivering year on year cost savings and continuous improvement initiatives
* Problem solver skilled at implementing process efficiencies and innovative solutions
* Strong organizational skills, including the ability to plan, implement, and execute procurement strategies
* Analytical skills with a deep understanding of financial analysis, the ability to quickly analyse data, as well as extrapolate and communicate business insights
