JobSummary:
Act as the leadofficer and manager for two of the four Area Planning Committeesleading the two teams of officers focused on delivering highquality development in Somerset. Thepostholder will report to the Head of Service will deputise for theService Manager Development Management and will be required toensure that the service performs to an excellent level that meetsnational/legal requirements and responds positively totransformational change and the expectations of a wide variety ofinternal and externalstakeholders.
KeyDuties(Sample):
Act as the leadofficer for two development management area teams (consisting ofprofessional planners at principal senior planning officer graduateand apprenticeship grades) providing a high quality customerfocused development management function responsible for determiningplanning and relevant applications.
Assist theService Manager Development Management in the management of theDevelopment Management Service and lead two of the area teams indetermining planning applications including liaison within theplanning service and other internal and externalconsultees.
Ensureapplications are professionally managed to determination frompreapplication stage through to implementation and compliance inaccordance with the Council s constitution and agreed scheme ofdelegation.
Lead and managethe teams to ensure the Council exceeds Government and localperformance targets; maximise income to Development Managementspecifically through application fees and charges to cover thecosts of the Development Management Service; deliver organisationalpolicy and legislative changes to theservice.
Act as the leadprofessional officer at the relevant Area Planning Committees toensure that they are managed effectively and support Members tomake sound planning decisions which achieve delivery of the adoptedDevelopment Plans supplementary planning documents and otherguidance and to meet corporate objectives around climate changeecological emergency delivery of affordable housing and qualityplacemaking
Deputise forthe Service Manager Development Management and Head of Planningproviding them with necessary support and advice across cases anddeal with chief officers senior members and external contacts onthe full range of matters relating to management issues and alltypes of major and complexapplications.
Clear reportsand recommendations determined under delegated powers or reportedto one of the Area Committees to ensure that consultations takeaccount of legal and corporate procedures that reports take accountof all objections raised that recommendations weigh all materialplanning considerations against relevant planning policies and thatdecision letters are draftedcomprehensively.
To attend aslead officer and present reports to the Area Planning Committee andto field questions/comments on all issues arising from membersobjectors and other interestedparties.
Oversees theday to day functioning of two Area Planning Committees (bothmeeting monthly) maintaining the confidence of Chair Vice Chair andPlanning Committee Members through briefings andtraining
To representthe Council by preparing and presenting professional expertevidence at public inquiries informal hearings and in court on thefull range of applications and in dealing with complaints localombudsman investigations FoI and EIRenquiries
To directlyline manage and mentor the Principal Planning Officers and teambelow to ensure the team is managed effectively and that all issuesaffecting team performance and individual welfare are identifiedand acted upon.
EssentialExperience andQualifications:
Operational andmanagerial experience of the delivery of local authority planningservices development management functions and teamleadership
Experience ofdesigning and implementing service transformation processes todeliver service change andimprovement
Charteredmember of the Royal Town Planning Institute (MRTPI) or eligible tobe amember
