Serco has been awarded a major contract by the Ministry of Justice (MoJ) to deliver Electronic Monitoring Services across England, Scotland, and Wales. The contract is valued at £187 million over six years.
This initiative supports offender monitoring and aims to enhance public safety by integrating a data-driven, technology-led approach. The services include managing the installation, removal, and monitoring of electronic devices.
We are looking for a Head of Field Operations to join our Electronic Monitoring team. Reporting into the Contract Director, you will be responsible for overseeing and managing the implementation, execution, and maintenance of electronic monitoring operations on behalf of the Ministry of Justice through the Field Operations.
As Head of Field Operations, you will collaborate and manage the performance of various stakeholders, to ensure effective monitoring, compliance, and reporting related to electronic monitoring activities.
You’ll be responsible for delivering to group and divisional standards, whilst driving an operational culture of performance improvement along with employee engagement.
Your main responsibilities:
- Ensure that operational services are implemented, delivered, and transformed as per the overall solution.
- Manage key service providers, monitoring contract performance and ensuring that all parties meet their obligations in terms of service quality, reporting and compliance with any requirements.
- Lead, develop and implement strategies for the effective deployment of new Electronic Monitoring solutions.
- Implement processes to ensure all operational resources comply with quality control measures to enable accurate and reliable monitoring data and compliance information.
- Prepare regular reports and documentation on programme and operational outcomes, trends, and challenges for internal and external stakeholders.
- Identify potential risks associated with Electronic Monitoring and develop mitigation strategies to minimise disruptions and vulnerabilities both in the field and the overarching service.
- Manage talent and succession planning, providing coaching, guidance, development, training, and performance evaluations to team members.
- Identify opportunities for program enhancement and recommend improvements to ensure program effectiveness and efficiency.
What you’ll need to do the role:
- You will have experience as a Head of Field Operations, Assistant Director, or similar, in a criminal justice or public safety sector.
- Proven experience of managing large multi-disciplinary teams at a Senior Management level.
- Experience of contributing to the processes of strategic and business planning at a high level.
- Knowledge of modern business practices, issues, and trends, together with knowledge of legislative provisions and standards applicable to a commercial environment.
- IT literate with demonstrable ability to innovate and identify and deliver operational improvement through IT solutions and/or business process.
- Strong interpersonal and communication skills, with an ability to liaise and negotiate at all levels.
- Educated to degree level or equivalent (CMI qualification advantageous).
- Ability to travel (a valid UK driver’s licence is essential)
The role may require regular office hours, but flexibility in schedule might be necessary due to the nature of the position, which could involve responding to urgent situations.
