What's involved with this role: Interim Mechanical and Electrical Contracts Manager - Building Services Reference no: Portsmouth 5266583 Pay Rate: £30.00 per hour PAYE 37 Monday – Friday, normal working hours This opening assignment is for 6-7 months City: Portsmouth Role is office based however you will need to travel as required between Assets in Portsmouth, Havant, Gosport, Fareham and Winchester. Driving Licence & access to car may be required This is not a typical 09:00 – 17:00 hrs office-based role. A number of your services operate 24 hours, 7 days a week delivering repairs and maintenance. You will be a manager that is visible and takes a keen interest in spending time in the work to see the service being delivered. You will also be as interested in the service offer and delivery within 'office' hours as that provided 'out of hours. As a mechanical and electrical contracts manager, you’ll play a key role in the new compliance service within Building Services. You’ll take ownership of managing strategic term service contracts, with a focus on gas servicing and repairs for over 17,000 HRA dwellings, as well as mechanical and electrical services across corporate assets. In this role, you’ll ensure contracts are effectively procured, managed, and delivered to a high standard—always aiming for value for money and continuous service improvement. You’ll also lead on policy and procedure implementation, making sure our statutory duties are met and the safety of residents, staff, and buildings is upheld. Key duties: Manage key compliance contracts, including gas servicing and repairs for HRA dwellings and mechanical and electrical services for commercial properties. Ensure all statutory compliance requirements are met, with accurate certification and documentation to demonstrate compliance. Lead and develop staff responsible for compliance activities and strategic repair contracts, supporting effective service delivery. Drive continuous service improvement and work with other teams to overcome challenges such as difficult access, aiming for full compliance. Manage a service budget of approximately £10 million and oversee the development and implementation of relevant compliance policies and procedures. Key requirements: Have a relevant property related degree in a relevant building or technical subject area Excellent technical knowledge of mechanical and electrical areas within the scope of the role Excellent practical knowledge of relevant legislation and technical guidance, including, The Gas Safety (Installation and Use) Regulations 1998, Requirements for Electrical Installations 18 th Edition, The Control of Asbestos Regulations 2012 and Health and Safety at Work etc. Act 1974, The Building Regulations and relevant Approved Documents. Experience of the management of strategic service contracts, ideally with knowledge of the NEC4 Term Service Contract suite. Experience of the procurement of term service contracts including the development of scope of service documentation, contracting models and evaluation of bids in line with Public Procurement Regulations Experience of managing significant budgets including monitoring and cost control techniques to ensure services are delivered within available budgets. Have experience of preparing and developing strategies, policies and guidance documents to ensure compliance with statutory functions. Able to identify statutory requirements, assess quality of works and be able to provide professional advice to others. Desirable: Preferably be a Chartered Member or working towards a relevant professional body such as the RICS / CIBSE / CIOB.
