We are looking for a ChiefExecutive who shares the St Lukes values to lead the Hospice as it continuesto deliver excellent compassionate care to its local community. This is anexciting opportunity for someone with the right skills and experience to leadthe Hospice through challenging times. The Hospice Sector is facing anincreasing financial burden due to funding issues and we need someone with astrategic mind-set and the ability to influence and make effective decisions, whilstensuring St Lukes remains financially stable for the future.

Main duties of the job
The Chief Executive will provide visibleleadership and have overall responsibility and accountabilityfor the leadership and management of St Lukes CheshireHospice and its trading subsidiaries, ensuring that the Hospice meetsall of its statutory and service obligations, and work closely with other stakeholders todeliver innovative services.

Key Tasks& Responsibilities
Work with the Board, to formulate, set&deliver strategic direction and visible leadership in the setting & achieving of theorganisations strategic goals, policy, objectives and embedding of values.
To ensure the effective, efficient&safe operation of the Hospice, meeting all clinical, statutory, financial,regulatory&legalrequirements whiledelivering high quality care & servicesto patients &families.
To develop & sustain incomestreams and appropriate financial reserves which provide ongoingfinancial security of the Hospice. Maintain supportive relationships withexternal fund-providingorganisations,business organisations, supporters& the community.
Create aneffective environment and culture to enable bestpractice, governance, relationships&professional development of its staff and volunteers to flourish.
Act as ambassador for St Lukes, ensuring it retains its standing and reputation bothlocally &nationally throughbuilding,maintaining and developing effective externalrelationships withpartner organisations,donors & supporters.

Maintain a team ethos&culture among the senior management, delivering effective and empowered leadership to ensure that allteams &volunteersarevalued & supported.
Delegateresponsibilities to the members of the Senior Management Team, Heads of Service and Managers as appropriate.
To develop the Hospices employees and volunteers, in pursuance of the operational &strategic objectives agreedby the Board ofTrustees.

Achievingour Strategic Goals
To workclosely withtheBoard of Trustees to formulate a clear strategicdirection for the Hospicetaking account of any current legislative changes&underpinned by sound planning within the context of the Hospices vision, missionand values.
Recommend to the Board strategies, policies & plansthat will ensure the effective & efficientoperation ofSt Luke's which will also satisfy all requirements ofstakeholders.
To lead the Hospice Management Team intranslating the agreedstrategy into meaningfulobjectives for services with associated key performance indicators & to ensure such objectives areimplemented as planned.
To ensure thatplansare known and understood throughout St Luke's,delegated to relevant members of staff &that clear objectives for the achievement of plans are established.

To maintain & develop the Hospices high standard of clinical and support care & services, takingprompt action to remedy anyunderperformance and prevent recurrence.
To ensure thatthe views of regulatorybodies, commissioners, patients,relatives, other carers, staff,volunteersand other palliative careproviders beneficiallyinfluence the content &delivery ofservices.
To review andanalyse current andanticipated service deliveryneeds and seek to implementappropriate changes & efficienciesconsistent with theHospices high standardsofcare.
Lead the development &implementation of St Lukesplanning processes in line with the organisations strategic direction and objectives.
Ensuring Good Governance, Commercialand Financial Management
To workeffectively andcooperatively withthe Chair and Board ofTrustees & its various Working Groupstomaintain effective communications & ensure informed& beneficial decision makingin support oftheHospice and its work.
EnsureSt Lukes operates within all legal, governance and compliance requirements.
Ensuring allreporting returnsrequired under legislation,regulation and service contracts are submitted within the required timescales.
Working with the board to ensurethat the Objects laid outin St Lukes Memorandum and Articles ofAssociation are met and that the Board of Trustees is informedtimely and appropriately in line withits governance policies to enablethe Board to takeinformedstrategic decisions and discharge theirduties effectively.
To ensure thatboard meetingsare efficiently organised ina timely manner and that allnecessary board papers are in line with agreed standards to allow appropriateinformeddecisions to takeplace.
To provide routine reporting to the board and agree any major changes to policy, procedures orplanswith the board.
Arrangethe planning and production of theHospice StatutoryAnnual Report to be submitted for approvalat the Annual GeneralMeeting.
To ensure allcorporate, clinical operationalpoliciesand procedures are developed,monitored andadhered to by members of staffand volunteers with recommendations forchanges to the WorkingGroups and board where appropriate.
To ensure thatthe Hospices financial and otherresources are managed prudently and efficiently.
Establish robust riskmanagement arrangements are in place, managed andreviewed effectively.
Ensure that there is a system to produce goodquality, accurate and timely quantitative and qualitative data for everyone tomake well informed reasoned decisions.
Building and Developing Effective Relationships
To communicate, influence and negotiateeffectively with NHS Trusts,Integrated Care Boards, Place Boards, other statutory bodies, hospices, charities and relevant bodies.
To maintain an effective communications and publicrelations strategy and a high profile for theHospice and its workwithin the local communities and stakeholders.
With the Chair, TrusteesandMembers of theSenior Management Team to act asan ambassador for the Hospice and represent it at local, regional and nationalforums.
Maximise thejoint working and opportunitieswith the End of Life Partnership.
OtherDuties

Under health and safety legislation, eachindividual has a legal responsibility for their own welfare and for the healthand safety of others and to co-operate in maintaining their place of work in atidy and safe condition, thereby minimising risk. The Hospice has a Health& Safety Policy which applies to all staff.
Similarly, it is each persons responsibilityto ensure a secure environment and bring any breaches of security to theattention of their manager.
The Chief Executive has overall responsibilityas the Senior Information Risk Offer (SIRO), working jointly with the CaldicottGuardian to manage risk and information governance.
