REPORTS TO: Manager of Budgets & Long-Term Financial Planning
LOCATION: Initial Placement – Burford Administration Office
Minimum Qualifications:
1. College Diploma or University Degree in Finance/Accounting or related discipline
2. Three to five years of relevant work experience in an accounting/financial analysis position, preferably in a municipal environment or related public sector work environment
3. Demonstrated initiative, adaptability, analytical skills, strategic-thinking, and resourcefulness
4. Ability to prioritize the completion of work assignments to meet tight deadlines
5. Ability to remain organized and self-directed within a fast-paced team-oriented environment
6. Advanced hands-on working knowledge and experience with computerized financial programs, and Microsoft Office applications. Advanced Excel skills are required.
7. Demonstrated tact and judgement when handling confidential matters with discretion
8. Excellent communication skills, both written and verbal, are essential
9. Ability to interpret and apply relevant provincial and federal legislation, and municipal by-laws
10. Ability to work flexible schedule to meet deadlines, and attend Committee/Council meetings as required
11. Ability to travel between County offices and facilities, and to meetings as required
12. Acceptable police records check
Assets:
1. Professional Accounting Designation (CPA Ontario) or progressing towards completion
2. Municipal Accounting & Finance Program Certificate (AMCTO)
3. Broad understanding of municipal business activities and thorough understanding of municipal finance
4. Working knowledge of relevant legislation and regulations, such as the Municipal Act, Development Charges Act, Employment Standards Act, Income Tax Act, as well as the CPA Canada Handbook, Public Sector Accounting Standards, and all other regulations impacting the accounting and reporting for municipalities.
5. Working knowledge of Microsoft Dynamics GP (Great Plains), FMWweb and Citywide
Duties:
1. Assist in maintaining and updating long-term financial plan information
2. Provide advice and support to divisions as they prepare their annual operating and capital budgets and long-range financial forecasts; meet with division staff to conduct detailed review of their operating budget request
3. Provide ongoing support to divisions throughout the year regarding budget-related items
4. System administrator County’s budget/reporting software; provide budget software training & support to users as required
5. Maintain chart of accounts, and job-costing project list in financial software and in budget/reporting software
6. Assist Manager with the expense portion of capital projects in the 10-year capital forecast, as requested; attend meetings with project managers to review their capital budget requests
7. Regularly monitor the open capital project list, communicating with project managers for updates on the status of projects, and assisting with calculations for the funding and closing of completed projects
8. Daily, Weekly, Monthly bookkeeping tasks for Brant Municipal Enterprises Inc. (municipal corporation)
9. Coordination and administration of existing and potential capital grants, including the eligibility requirements and application process, ongoing claims and reporting. Liaise with various levels of government.
10. Assist in processes related to the tracking of long-term debt and financial obligations
11. Support Accounts Payable processes
12. Reconciliation of various accounts and funds on a monthly, quarterly, and annual basis
13. Complete year-end analysis and processes, prepare GL account working papers
14. Attend Committee and Council meetings throughout budget deliberations, and as requested
15. Other duties as assigned
Annual Salary Range: $72,855 - $85,231 (Job Grade 6 – Under Review) 35 hours per week
