Job Summary
The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 7,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army.
The Defence College of Support (DCSp) delivers training to all Army, Royal Navy and Royal Air Force service personnel in Supply, Distribution, Driving, Catering, Policing & Security and Personnel Administration.
The college is made up of 3 schools; Defence School of Logistics and Administration (DSLA) predominantly based at Worthy Down; Defence School of Policing and Security (DSPS) in Southwick Park; and Defence School of Transport (DST) at Leconfield. The college headquarters is also based at Worthy Down – a newly built, modern campus in Hampshire.

We are seeking a hardworking individual who will lead and craft a civilian workforce that will achieve the outputs aligned to the DCSp Strategy.
Job Description
The job holder will report to the Assistant Chief of Staff and will undertake a wide range of duties and outputs in support of the College HQ and Schools including but not limited to:
* Providing civilian workforce advice and support to multiple partners at all levels from across the business
* The Business Manager will be the lead for the creation of the College HQ people plan and work with the Schools to develop their own plans utilising the People Survey results and other surveys and forums
* The Civilian Business Manager will advise and signpost on the employee life cycle which includes recruitment, performance management, discipline, conduct, attendance management, retirements and wellbeing
* Working collaboratively with the Schools that sit under the College and a wide range of stakeholders along with HR representatives to develop and deliver initiatives and products to aid staff and line managers learning, development and wellbeing
* Coordinating civilian communications and delivering updates at College and School communication events
* Lead strategic workforce planning activities to ensure the workforce is of the right size and shape to deliver outputs, whilst being cognisant of resource costs
* Working collaboratively with Trade Union representatives to ensure that change and transformation is handled appropriately and impacted staff are fully supported throughout the process
* Provision of Management Information to College and School leaders and leading on the coherence of responding to returns and requests for information
* This position includes line management of an individual but also provides functional direction and guidance to the civilian people teams in the Schools
There may be a requirement for UK and wider travel which may require overnight stays/time away from home. The post holder will be required to travel regularly to the Defence School of Transport at Leconfield and Defence School of Policing and Security at Southwick Park.
Whilst working from home will be possible, due to the nature of the role there will be a requirement to be in office on a regular basis.

We are looking for an individual who can lead the day-to-day running of the Civilian Business Management and Resources team, they should have the ability to manage multiple tasks at once, have excellent organisation skills and the ability to connect with staff at all levels.
