ROLE PURPOSE / SUMMARY The Mid and South Essex Integrated Care System will comprise the Integrated Care Board (ICB), which is the statutory body for the NHS, and the Integrated Care Partnership (ICP), which is a committee of the ICB, and brings together key health, care, community and voluntary sector organisations across the area. The ICS has a bold ambition to deliver improved outcomes for our 1.2m population through our four Alliances, and we are placing clinical and professional leadership and the voice of our residents at the heart of realizing this ambition. MSE ICB have been successful in securing funding to become one of the pilot sites to implement the NHSE Enhance generalism programme across the ICS. The aim of this programme is to establish generalism at a wider system level and help to address local health priorities and staff retention within ICS workforces. The Programme Manager will play a pivotal role in the successful implementation of the Enhance programme. The role will require technical skills of programme management (including good governance, baseline measures, ongoing evaluation, risk management, interdependencies and benefit identification), as well as softer skills of stakeholder management in liaising with, and supporting, identified leads within the MSE system. Responsible for the programme management and delivery of the Enhance programme to meet local and national delivery targets. Provide project and programme expertise to lead the development of clear programme plans, tools and documentation to support the development and implementation of the programme project such that it meets its milestone outcomes, objectives and key performance indicators. Be responsible for the continuing refinement and adjusting of plans based on programme and ICB needs. Ensure all elements of the programme are managed in line with ICB policies, values and standing financial instructions and implement systems to ensure the reporting and governance requirements are met. Lead on the development, structuring and scheduling of a training delivery framework and plan for the Enhance programme. Consult and negotiate with key stakeholders and motivate staff to encourage collaborative working where some may be resistant to organisational and service change Persuade board, senior managers, and clinicians of the importance of the programme / project Negotiate with and motivate relevant staff to ensure programme delivery. Provide and receive a regular flow of complex programme information and materials to organisations, for use in publications and local websites. Develop a communication plan for the delivery of the programme and monitor its progress. Monitor and review the on-going effectiveness of the Enhance programme and implement modifications where required. Engage with key stakeholders in the implementation of the various systems to gain agreement or co-operation. Contribute and, where required and agreed, lead on the development of Strategic documents for submission to the ICB and NHSE
