The BES (Building Engineering Services) Technical Assurance Manager is part of a small team of 4 who support the Construction & Fit Out Function within Change Delivery. They deliver the ‘intelligent client’ building services function on major capital new build and refurbishment projects.
They also support the Estates Lifecycle Maintenance and minor works projects across the HMRC estate.
Job description
Within the role of BES (Building Engineering Services) Technical Assurance Manager, you will provide technical building services support to estates for new build, refurbishment, minor projects, and operational requirements.
Working in project teams but also supporting our building management teams with technical advice in the operation of our buildings, you will liaise with professional consultants, hard FM suppliers, and fit-out contractor teams to ensure our standards are achieved and delivered.
The role is responsible for providing (or reviewing and commenting on those provided by others) performance and design specifications, scope of works documents for building engineering services, along with reviewing equipment and environmental components for Estates Projects.
It will also include providing assurance standards and processes to ensure that building engineering services quality and compliance standards are achieved, and that they meet the requirements of the future asset operating model.
Person specification
The role has no direct line management responsibility but will operate within an operational structure in a project or programme environment, with the need to manage external consultants to facilitate this.
Responsibilities will also include a view of third-party designs and assurance against technical design standards and specifications, with analysis of services performance data to deliver concise reports.
Essential Criteria:
1. Extensive experience as a Mechanical Building Services Engineer in a commercial services consultancy practice or client building services function.
2. Experience of commissioning of services installations for large modern office buildings.
3. Good knowledge of current design and commissioning technologies and innovation trends relating to building services and other systems used in office developments.
4. Experience in Performance Management and direction of external professional design consultants.
5. Understanding of various Building Management Control systems and ability to propose best fit for building users.
6. Experience in energy management and how to make a real difference in reducing building consumption.
Desirable Criteria:
1. Degree Qualified in Mechanical Building Engineering Services.
2. Membership of CIBSE MCIBSE CEng.
Security Check
Will need to already hold active Security Clearance SC level.
