As the Lead Business Analyst for the Markets Delivery team within the Digital, Data, and Technology (DD&T) team at NESO, you will be instrumental in defining and driving the requirements for transformational projects. These projects aim to achieve desired business outcomes and transition NESO to a zero-carbon electricity network. You will lead the business analysis efforts for the Review of Market Arrangements (REMA) within the Markets Directorate.
REMA, launched in 2022, is the government's initiative to reform GB electricity markets to support net zero and decarbonisation of the power sector. Now in its third phase as a Major Government Project, NESO is an official Delivery Partner to DESNZ, alongside Ofgem. This role is vital for the discovery and definition of DD&T projects to align with the REMA strategy.
You will utilise Agile DevSecOps principles to gather and define requirements, adopting a customer-centric approach to achieve business outcomes. Collaboration with strategic business analysts and stakeholders will ensure that project scope and intended outcomes are respected throughout delivery. Additionally, you will work with the wider delivery team to adopt Agile DevSecOps practices and drive continuous improvement.
This role requires strong analytical, influencing, and stakeholder management skills, along with the ability to drive a customer-centric approach. It offers a unique opportunity to contribute to NESO's vision of becoming a digital leader in the industry and transitioning the UK to a low-carbon energy future.
This role is based in Warwick, with an expectation of 2-3 days per week in the office and potential travel to NESO's other offices in Wokingham, London, and Glasgow.
Key Accountabilities
Responsible for ensuring alignment to desired business outcomes and benefits:
* Understand, develop and maintain up to date NESO and directorate knowledge and translate NESO's priorities and outcomes into delivery of project outputs.
* Carry out detailed discovery and impact assessments to inform REMA policy decisions.
* Apply business modelling techniques to understand the business domain and stakeholders' perspectives to establish how processes, systems, data and people interact and the impact of change on these.
* Identify opportunities to improve business performance through business process engineering and identifying opportunities for digital transformation.
* Gather and analyse data to create insights leading to informed decision making.
* Apply benefits management techniques to ensure that benefits can be measured and tracked to support realisation after delivery.
Responsible for Requirements Definition and Management:
* Establish and understand the entire perspective of the situation or change, using appropriate techniques and diagrams to convey this to project and business stakeholders.
* Conduct user research to identify user needs and end to end journeys that need to be considered in development.
* Define Epics and Features that can be understood by technical and non-technical stakeholders to include non-functional requirements and acceptance criteria written in an appropriate format, e.g. Behaviour Driven Development.
* Create documentation and diagrams to enhance User Stories where necessary, e.g. Wireframes, data models, etc.
* Refine Epics and Features via Agile ceremonies and socialisation, using negotiation skills to achieve the desired outcome in an acceptable way.
* Own project backlog of User Stories and work collaboratively with Product Owner/Manager to define Features and Epics.
Responsible for establishing and demonstrating the standard for collaboration across all work areas:
* Building and managing trusting relationships with internal and external stakeholders.
* Actively contributing to the growth and development of the BA Community of Practice through sharing knowledge and expertise.
* Managing workload of other business analysts brought into the team as REMA programme develops.
* Attending and contributing to Agile ceremonies, working with team members to implement recommended improvements.
* Supporting testers by reviewing test scenarios and scripts to ensure full coverage of the requirements.

* Solid experience of using: The most appropriate tools (e.g., Mural, ADO) and techniques (e.g., VSM, design thinking, BPM, user research, wire-framing).
* Strong communicator with excellent writing skills: Digitally driven with a strong focus on customer centricity, effective communication, and adaptability to an ever-changing landscape where priorities may shift.

About the National Energy System Operator (NESO)
In Autumn of 2024, the ESO transitioned to National Energy System Operator, or NESO for short. Previously denoted as the Future System Operator (or FSO), the new National Energy System Operator is the independent body responsible for planning Great Britain's electricity and gas networks and operating the electricity system.
The ESO, including all of its existing roles, are now at the heart of the new National Energy System Operator. As NESO, we will build on our existing roles, capabilities, and ways of working significantly to create an organisation the energy system and its users' need. Our new capabilities will enable us to look across vectors, including electricity, natural gas and hydrogen, and crucially consider the trade-offs between them.
The organisation is set up as a public corporation with its own Board of independent directors, with complete operational independence from government, the regulator and any and all commercial interest. As was the ESO, NESO will be licenced and regulated by Ofgem through price control agreements and obligated to identify optimal solutions to system operations and planning in the most sustainable, affordable and secure way for all.
