Role Purpose
The post-holder will ensure that the Council’s property assets are managed efficiently, effectively and facilitate the provision of excellent services. This will involve preparing and implementing strategic advice with regard to the management and future direction of the Council’s Land and Property portfolio. In addition, the post-holder will assist with the delivery of land and property development opportunities and will oversee the management of the Council’s shops portfolio.
Responsibilities
* To manage the Strategic Property Team and ensure that the Council’s property assets are managed efficiently, effectively to facilitate the provision of excellent services.
* To determine the allocation of space within the Council’s administrative buildings in response to the changing shape and structure of the Council.
* To support the Council in meeting its statutory obligations associated with the annual asset valuations for the statement of accounts and the external audit process.
* To manage the Annual Asset Valuation programme and provide valuations for accounting which meet the requirements of the International Financial Reporting Standards.
* To provide valuation advice and manage the provision of valuations including for disposal, acquisition, lease and insurance purposes.
* To undertake property reviews to rationalise the Council’s estate and identify development opportunities.
* To assist with the delivery of land and property development opportunities.
* To oversee the implementation of the Council’s school playing fields improvement programme.
* To efficiently manage the Council’s shops portfolio in accordance with good estate management practice.
Requirements
* Leadership Knowledge, understanding and experience applying current policies, legislation and management practices
* Knowledge of Equalities Standard and protocol
* Effective presentation and report writing skills
* Experience of developing partnerships and implementing change Effective negotiation and customer care skills
* Achieving Results Project and programme management skills
* Knowledge of strategic and operational commissioning
* Resource management skills Financial, procurement and contract management skills
* HND/C Building with demonstrable post qualification experience or BSc Building with post qualification experience.
* Extensive and demonstrable Building surveying experience
* Experience working in housing associations or councils
