As a Traffic Manager at HS2 you will be responsible for assuring traffic management legislative requirements are met by the Contractors across Main Works Civils, Enabling Works, Utilities, Stations and Rail Systems, both individually and when considered collectively.
The Traffic Manager provides the focus for liaison and co-ordination between HS2's contractors and the local highway authorities on traffic and transport matters and assurance that contractors provide appropriate documentation, plans, drawings and implementation programme.
This role is responsible for managing the Supplier contract on behalf of the Project Client, Senior Project Managers and the HS2 NEC3 Project Manager, and provide specialist advice within the Integrated Project Team (IPT) to fulfil clearly defined HS2 accountabilities of scope delivery, budget, time and quality parameters.
The post holder will also undertake a risk-based approach to the assurance of the traffic management and temporary highway schemes for the works whilst maintaining standards of health and safety, and supporting the required project delivery outcomes of quality, environmental impact and Undertakings and Assurance obligations.
About the role:
* Lead the team and provide timely advice to enable co-ordination between the delivery contractors, works contractors and the local highway authorities.
* Develop effective working relationships with contractors' ensuring they understand HS2's commitments, behaviour expectations, and metrics by which they will be measured.
* In conjunction with external consulting resources supervise assurance that the project is compliant with its obligations to ensure that no new significant adverse environmental effects are forecast during the delivery of the project. Monitor the implementation of temporary traffic management to ensure that it complies with the approved temporary traffic management layouts submitted for approval.
* Ensure that contractors produce appropriate Local Traffic Management Plans and consider if these meet the requirements of the project's Environmental Statement and meet the project's Traffic Management obligations such as Undertakings and Assurances to Parliament.
* Regular liaison with community engagement team, town planners and the other area traffic managers to drive forward matters related to lorry route approvals under Schedule 17.
* Delegate authority and be accountable for approving contractors use of Schedule 4 Part 1 and Part 2, paragraph 6 powers under the HS2 Phase 1 Act, ensuring that the forward programme of traffic management and all temporary traffic management records are documented and updated.
* Chair and manage regular Traffic Liaison Groups, CoCP requirements and key interface for HS2 with Highway Authorities.
* Responsible for assuring contractor compliance with HS2 Contractor Transport Works Information requirements and issuing associated guidance documents for contractors.

About You:
Skills:
* Ability to analyse and present persuasively to a, sometimes, sensitive audience on qualitative and quantitative data.
* Ability to self-organise, define and prioritise objectives and develop and follow processes ensuring that details records of programmes and consents are maintained.
* Ability to establish and maintain relationships with internal and external stakeholders, good at focused listening and managing conflict with minimum noise.
* Ability to solve problems and make good quality decisions by gathering and synthesising information leading to the development and evaluation of options and the implementation of solutions, considering the competing demands of stakeholders, cost, time and quality.
Knowledge:
* Knowledge in transport, traffic or highway engineering or a similar numerate discipline, at degree level or equivalent training and experience.
* Knowledge of UK highways and traffic management legislation and current best practice guidance.
* Chartered membership of a relevant civil engineering, highways or transport discipline is highly desirable.
* Type of experience:
* Experience in the design of general traffic management (particular safety schemes), temporary traffic management standards (including Traffic Signs Manual Chapter 8).
* Experience of leading, managing people and working across functions and disciplines to deliver objectives, setting work priorities, working under extremely tight deadlines, building relationships with stakeholders and responding quickly in a constantly changing project environment.
Type of experience:
* Experience in the design of general traffic management (particular safety schemes), temporary traffic management standards (including Traffic Signs Manual Chapter 8).
* Experience of leading, managing people and working across functions and disciplines to deliver objectives, setting work priorities, working under extremely tight deadlines, building relationships with stakeholders and responding quickly in a constantly changing project environment.
