The Hastings District Council has recently reviewed how it approaches and manages its growth and development activities. This has culminated in the establishment of a new Growth and Development Unit, who lead growth and development work across Council. We are looking for a new Programme Manager: Local Area Plans and Residential Intensification, to progress the great work that has been done to date to enable the intensification and uptake of medium density housing across the Hastings Local Area Plan (LAP) locations.
Local Area Plans (LAP) are about shaping the places that matter. With great communities at the centre, this is about bringing together ideas for housing, transport, parks, and community spaces, ensuring future growth reflects what our communities truly need. We need to make sure this higher density living works for new and existing residents alike.
The vision of LAP’s is to create vibrant, well-functioning urban environments that meet community aspirations, through adopting a centres-based approach to implementing medium-density residential development, ensuring alignment of above and below ground infrastructure to support sustainable population growth.
This position is tasked with identifying, establishing and implementing Local Area Plans (LAP) for the four priority areas, and beyond. LAP’s are essential to achieving sustainable residential intensification outcomes at a community level, helping to align public and private programs and aspirations.
This position will also play a pivotal role in promoting, identifying, analysing and realising “real-world” opportunities that help to give effect to the Council’s wider residential intensification aspirations.

To be successful in this role you will have:
* Tertiary qualification in Planning, Urban Development, Strategy or Urban Design or a related discipline
* The ability to work collaboratively with, and across, a diverse range of people, professions and communities – including developers, engineers, mana whenua and advisors, planners and urban designers, project managers and other professions, community members – to achieve joined up efforts and successful outcomes
* Significant experience in urban planning, structure planning, master planning and urban design.
* The ability to translate plans into well-functioning, on-the-ground urban outcomes.
* Experience in activating medium-density development to provide for well-functioning neighbourhoods and suburbs
* A strong understanding of the interface between planning, infrastructure, amenity and development
* The ability to successfully manage projects and programmes of work
This role is part of the Growth and Development Group.
Please note: this role is currently a part-time role (30 hrs per week), but subject to negotiation.
