Estimator
1. Collaborate with Operational leads to define project scope and develop appropriate budgets for capital expenditure on new projects.
2. Coordinate, compile and manage a portfolio of clean and wastewater tenders as part of our Design and Build Contracts.
3. Produce technically competent, financially viable and competitive tender packages.
4. Liaise with internal and external departments throughout the tender process.
5. Work closely with our team, supply chain, sub-contractors and clients to build and maintain relationships throughout the tender process.
6. Utilise all available information and technical knowledge to prepare cost-effective, value-engineered, competent and compliant tender outline designs and quotations.
7. Specify the necessary materials and resources required to complete the design construction and installation of each project.
8. Attend site visits, site surveys and pre and post contract client meetings through to contract award where appropriate.
9. Present and provide updates to clients on tender development during the tender process either on calls or face to face.
10. Communicate project budget parameters to the management team to aid in planning and design.
11. Work with Designers and the Construction Team to identify Value Engineering opportunities to help realize the design team’s intent in a more cost-effective fashion.
12. Assist the Project Managers in the review and qualification of bids.
13. Establish and maintain relationships with contractors and vendors.
14. Perform ad hoc cost estimates to support new initiatives and business development.
15. Prepare conceptual, feasibility, pre-design, value engineering, control, definitive and final Engineer’s estimates for major schemes.
16. Analyse plans, bills of quantities and other project documentation in order to build estimates for all project costs.
17. Research, source, negotiate and obtain the best prices and quotes from suppliers and subcontractors.
18. Produce base and on-cost pricing from first principles as part of the tender exercise.
19. Provide risk assessments of schemes, whole life costs assessments, total/capital expenditures, and cash flows knowledge as well.
20. Support the finance and commercial team with necessary cost breakdown required for negotiations.
21. Assess the financial, technical and operational risks of each project and present this to the team on regular updates through the tender process.
22. Analyse data that can affect costs (such as currency exchange rates and the company’s productivity rates).
23. Stay aware of the latest construction technologies and keep up to date with the latest regulatory and legislative requirements.
24. Assess the risk levels associated with a project.
Experience
1. Civils engineering background.
2. NEC Contract experience and awareness.
3. Experience in estimating small to major civils structures, preferably larger clean and wastewater complex schemes.
4. A strong awareness of the balance of risk and profit is essential.
5. Strong commercial understanding.
6. Experienced negotiator.
7. Excellent attention to detail.
8. Experienced user of Microsoft Office.
9. Competent in P6 or Microsoft Project planning software.
10. Ability to work under pressure and prioritise tasks in line with deadlines.
