Procurement Whilst the Council as a whole is focussed on instilling financial discipline and making services more efficient, it is essential that as a Procurement Team we achieve savings from existing contracts and through replacing expired or expiring contracts. As part of the Council’s major reorganisation plan, we established a new Strategic Procurement and Governance team and are moving to phase 2 of the growth and development with the creation of some exciting new opportunities within the team. The Role As the Senior Procurement Systems Specialist you will support the development and implementation of policies, procedures and systems that are required for the delivery of an efficient and effective Procurement function for the Council, including improved compliance and value for money. These include the development of the Purchase to pay (P2P) system and management reporting, reporting of procurement, purchasing and contract management performance across the council, the development of strategic procurement systems including planning/pipeline management, contract management & e-tendering systems and spend analysis. Day to Day you will take responsibility for activities including: Supporting reviews of compliance to Procurement/ Purchasing policies and procedures and actions to address issues. Delivering system reports to support legislative requirements (including the Procurement Act). Producing reports of procurement, purchasing and contract management performance across the council at both a local, Directorate and Corporate level Supporting the maintenance of procurement documents, templates and guidance so they remain current. Supporting the measurement of contract manager performance against agreed performance standards. Managing a contract manager network to aid sharing of issues and examples of good practice. The role will be key in making decisions related to enabling effective & compliant strategic procurement, purchasing and contract management through improved systems, commercial skills, policies & procedures. The Person To be considered for the role you will need to be able to demonstrate a working knowledge of P2P and strategic procurement systems functionality as well as demonstrate a working knowledge of change management & project management within a context of system development and implementation. Public Sector procurement experience is also required.
