About the Job In this role, you will: Design and deliver economic analysis on the UK’s Carbon Border Adjustment Mechanism, a novel tax on carbon intensive imports, ahead of scheduled implementation in January 2027. Work closely with HMRC and HMT tax teams to forecast UK CBAM revenues, feeding into the publication of the HMT’s Budget scorecard and OBR’s Economic and Fiscal Outlook at fiscal events. Lead on ad-hoc economic analysis across issues of trade policy, including global trade fragmentation, impacts of international trade policy developments on the global and domestic outlook, and interactions of UK trade policy with other government objectives (clean energy, industrial strategy, economic security). Clearly and confidently communicate findings from technical economic analysis to Senior Civil Servants and policy officials across HMT, particularly within International Group, Business and International Tax, and Economics Group. Advise officials, and draft Ministerial advice, on economic impacts of trade policy ahead of decisions on policy implementation and international engagements. Build and maintain strong working relationships with other government departments, particularly DBT, DESNZ, FCDO, and DEFRA to jointly develop analysis on CBAMs, carbon leakage, and wider trade policy. Work with the CBAM virtual team, spanning two HMT teams, to project manage analytical programmes including matrix management of policy adviser(s). Support the Trade Team and International Group in wider analytical or corporate activities as necessary. Depending on priorities and resourcing, the role could also support wider branch/teamwork. Contributions to the wider leadership of the Branch and team will be actively encouraged, alongside work across International Group to promote a positive culture and wellbeing. The role will support work on climate and global trade analysis. The analysis branch is fully embedded in HMT’s Trade policy team and its analytical portfolio spans across that of the policy branches in the team. This post is an excellent opportunity to play a leading role in informing the development of climate trade policy and wider strategic trade policy issues, at a pivotal time. The role would suit a highly motivated analyst looking for an opportunity to deliver impactful analysis in a high-profile and fast-paced part of the department. About You The successful candidate will have sound judgment to analyse and accurately interpret data from various sources, and to present this clearly and persuasively to seniors and/or Ministers, to support decision making. You will form effective partnerships and relationships with people both internally and externally, from a range of diverse backgrounds, to share information, resources, and support. You’ll have strong communication skills, including an ability to distil key messages from technical work.
