Job Description
On behalf of The Ministry of Justice, we are looking for an Area Property Operations Manager - (Inside IR35) for a 6 Month contract based in HMP Gartree, Gallow Field Rd, Leicestershire, LE16 7RP & HMP Long Lartin, Worcestershire, South Littleton, WR11 8TZ.
The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government's ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.
Area Property Operations Managers (APOMS) are responsible for working directly with clients and suppliers, including regular site visits, ensuring efficient and effective delivery of hard and soft Facilities Management (FM) services for their portfolio. This is a key contract management role requiring specialist knowledge, with responsibility for overseeing the delivery of the contract and works projects, defining projects and for technical and statutory assurance.
APOMs work alongside Property Operations Managers (POMs) and report directly to Regional Property Operations Managers (RPOMs) for their region.
The properties and account allocated to the role can sometimes be altered over time to meet business demand, providing excellent development opportunities for the post holder.
Regular site visits and to HQ in Petty France, London will be expected as and when required.
Main Responsibilities:
1. Understand and comply with statutory, regulatory and professional requirements.
2. Demonstrate FM skills in meeting customer needs and managing stakeholder relationships.
3. Lead on stakeholder engagement, performance and assurance programme management.
4. Undertake delegated responsibilities for H&S, technical, financial and commercial activities.
5. Act as focal point for MoJ wide queries.
6. Liaise with MoJ Property, managing issues to resolution and escalate where necessary to RPOMs.
7. Engage with MoJ, industry partners and customers.
Essential Qualifications:
1. Previously worked within Prisons and have CTC and Enhanced Level clearance at point of application.
2. Strong experience in property and FM disciplines with compliance in previous roles.
3. Contract and Supplier Management experience.
4. Senior Stakeholder engagement experience.
Desirable Qualifications:
1. Experience with project management processes.
Qualifications:
1. Willing to work towards associate (SEO/band B) level membership of relevant professional body, e.g., IWFM Level 4 / 5 - Member, RICS FM Pathway or MRICS, with a preference if already held OR equivalent experience.
2. Hold a NEBOSH or National Examination Board Occupational Safety Health - National Certificate in Construction Health and Safety qualification OR be willing to work towards it.
3. Completed the National Engineering and Construction Contracts Accredited Training and have or rapidly acquire understanding of the TFM contract, NEC3 provisions and associated processes.
4. Suitable technical compliance training, e.g. L8, HV/LV.
5. Membership of the GPP is required or expected to be working towards one.
Licences:
1. Full UK Driving Licence is required.
