1. Key Purpose of Job
1.1 The post has been created to establish Holywell Children’s Services to provide specialist residential care and support to
OFSTED regulated children’s homes.
1.2 The emphasis will be on winning care packages to provide residential care to children in OFSTED registered residential
homes, as well as those leaving care.
1.3 Managing the Registered Care Home and staff in the absence of a Registered Manager
1.4 To achieve and maintain high standards of governance and ensure compliance of the service with legislative,
professional and quality standards, to ensure that Holywell Children’s Services residential homes achieve a GOOD or
OUTSTANDING rating by OFSTED.
1.5 Ensure that Holywell Children’s Services Registered Managers are competent and supported in ensuring that they are
complying with OFSTED requirements in accordance with Working within the Guide to the Children's Homes
Regulations including the quality standards (April 2015) and The 2015 No. 541: Children and Young Persons, England:
The Children's Homes (England) Regulations 2015.
1.6 Working closely with Commissioners, families and advocates for children to ensure that Holywell’s interests and
reputation are maintained in the most favorable standing. Immediately advise Directors of any concerns.
1.7 Ensure that Holywell offers practical support services to children and their families, and meeting the 5 outcomes in a
way that exceeds standard performance indicator targets.
2. Outcomes of the Post
2.1 A high standard of care and support for children and young people in OFSTED regulated children’s homes at
Holywell Children’s Services to ensure the children’s safety, accommodation needs, education and/or employment,
finances and independence skills.
2.2 Safeguarding arrangements, assessments, preparation and implementation of individual, personalized plans for
children in OFSTED regulated children’s homes at Holywell and maintained within budget.
2.3 Holywell is established as a viable market leader in the provision of high standards of effective children’s residential
care recognized by Ofsted as Good or Outstanding.
2.4 Adhere to the companies policies and procedures regarding the confidentiality of all personal data in compliance
with the requirements of the Data Protection Act 2018.

2.5 The growth of Holywell Children’s Services increases progressively whilst achieving all other outcomes and is
linked to its economic profitability and to framework contracts to ensure a steady throughput of children.
2.6 You work closely with Registered Managers to ensure that outcomes identified by Regulation 44 inspectors are
actioned upon before their next visit and for you to liaise closely with Regulation 44 inspectors.
2.7 All routine compliance and governance of documents are screened prior to submission to the regulators and
commissions punctually.
2.8 Effective leadership is provided to all managers and, where possible, support them by being available during Ofsted
inspections for Holywell Children’s Services homes.
3. The Approach
During the initial period of six months, the Service Development Manager will:
3.1 Achieve weekly targets agreed with the director.
3.2 Develop a database of contacts with all key commissioners of children’s services progressing initially from the
North West of England to cover priority regions throughout England.
3.3 Prepare all documentation required to complete the registration of the service with the regulatory authorities
(OFSTED).
3.4 Prepare all policies and procedures required to launch and maintain the service, and update them as necessary to
retain full compliance with all legislation and current best practice.
3.5 Work with the Director to select and recruit suitable managers and staff for all Holywell’s children’s homes, and
establish management systems that deliver expected outcomes for children while promoting staff retention.
3.6 In close collaboration with other Holywell managers and the Training Coordinator, and Holywell Recruitment
Limited, recruit a motivated team of support staff for the service.
3.7 In liaison with Holywell’s Training Coordinator develop, organize and deliver training courses for the service’s entire
staff and ensure that all required training is delivered to Holywell’s standards.
3.8 Manage the staff team effectively to deliver full support to children and achieve full compliance with statutory
requirements and Holywell’s standards.
3.9 Prepare an annual budget forecast for the service for the directors’ review.
3.10 Aim progressively to increase occupancy of Holywell’s places by the end of the fifth month in the post.
3.11 Ensure that current properties already available to the service are registered with Ofsted and a full staff team is
recruited for each property.
3.12 Support the director to identify suitable facilities and locations for the progressive expansion of the business.
4. Budgetary / Financial Responsibilities of the post
4.1. Maintain up to date knowledge of children’s financial arrangements and entitlements, including those leaving care
in transition ie Leaving Care Grant allocations, child tax credits.
4.2. Include budget planning and funding for each child and flag up additional funding for specific actions and out
comes in good time.
4.3. Negotiate emergency funding with Commissioner’s and representatives as required.
