Job Purpose: Responsible for direction and delivery of Home Office Counting Rules (HOCR), the National Crime Recording Standards (NCRS) and the National Standard for Incident Recording (NSIR). Answerable to the DCC for acting as the final arbiter for the interpretation of all matters concerning HOCRs/NCRS/NSIR, and the audit programme across Warwickshire Police. This role has significant national scrutiny by HMIC, Home Office and other Public Interest Groups & Communities linked to public confidence in policing.
Main Responsibilities:
1. To understand all the routes (or channels) through which crime is reported, the volumes of crime and incidents involved and the specific crime recording attrition (failure) risks associated with each route.
2. Responsible for leading, delivering, implementing and monitoring Crime and Incident Recording and Outcome Policies. Development of an audit programme to ensure high standards of data integrity and the achievement of a more consistent and accurate response to crime recording, in line with Force aims, objectives and priorities, to ensure statutory entitlements under the Code of Practice for Victims of Crime.
3. To act with sufficient independence and authority so that high standards of adherence to HOCR/NCRS & NSIR are attained and maintained at all times, providing advice to both Chief Constables and PCCs on emerging risks and themes, with the remit to ensure service delivery excellence to Victims of Crime and ASB.
4. Provide strategic reports and briefs to PCCs and the Chief Officer team on the accuracy, theory and implications of crime and incident recording matters in order to ensure that they are well briefed and that the Forces are able to respond effectively to crime and incident reporting. To attend Performance Management meetings in order to provide leadership, direction and influence change.
5. To have oversight and authorisation of the entire crime recording processes, including appropriate delays to crime recording, or recording of crimes without victim confirmation.
6. To have oversight of transferred and cancelled crimes and the responsibility to authorise all cancelled homicide and rape crimes. Professionally challenge decision making of all personnel and where required, overturn those decisions to ensure ethical crime and incident recording.
7. Lead, manage and direct the activity of a team of Audit & Assurance Officers responsible for conducting audit and inspection in line with the Home Office Data Quality Audit Manual & statutory obligations under the Data Protection Act.
8. Review and evaluate the activity produced by the Audit & Assurance Officers and examine trends, issues, shortfalls and problems and produce strategic reports using findings to resolve issues including recommendations for improvements. This will include advising Business Leads with a view to promoting consistency and a victim centred approach in line with National Directives and promote a culture of Continuous Improvement.
9. Identify and propose changes / upgrades needed to Force systems, to ensure compliance with Legislation, Policies and National Directives – HOCR/NCRS & NSIR.
10. Ensure prompt and adequate circulation and publication of changes in HOCR/NCRS & NSIR, legislations and local Policies.
11. Oversight of training resources produced and used to support compliance, assist with the design of a range of learning programmes for Police Officers and Police Staff in the practical use of the HOCR/NCRS & NSIR in order to influence and expand skills and knowledge.
12. Represent Warwickshire Police at Regional and National meetings, workshops, conferences concerning the development and control of the HOCR/NCRS & NSIR, building on a framework for collaborative working, developing and maintaining external networks in order to share best practice and influence strategies, Policies and Standards.
13. To lead the development, implementation and maintenance of an agile Risk Management framework, which also informs the framework for internal audit work, while complementing and assisting external auditors and reporting into the Joint Audit and Standards Committee.
14. To work closely with the Head of Analysis & Performance to ensure delivery of the strategic business planning process and policy framework for Warwickshire Police.
15. To support the Deputy Force Crime Registrar to deliver an effective approach to Records and Data management.
16. To lead and manage the Force policy process working with the Research and Policy Officer to ensure force policies and procedures are produced, published and managed effectively.
17. To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.
Special Conditions: Regular Travel Throughout Warwickshire
Knowledge:
1. Educated to Degree Level / Level 5 Diploma in Management & Leadership, or able to demonstrate appropriate related skills.
2. Specialist working knowledge of the theory and application of Home Office Counting Rules, the National Crime Recording Standard and the National Standard for Incident Recording.
3. Significant knowledge of the law, statute and definitions of offences. Understanding and able to apply Case Law, Data Protection, MoPI and Human Rights.
4. Data Protection Act and Information Compliance.
5. Understanding of approaches and framework for leading strategic Business planning, Risk Management and Policy.
Experience:
1. Substantial experience in the preparation of strategic and public facing reports to PCCs and Chief Officers.
2. Substantial experience in the application of HOCR/NCRS & NSIR.
3. Substantial experience and understanding of audit & inspection and quality assurance work.
4. Substantial experience in the use of various Databases, Microsoft Office – Excel spreadsheets, PowerPoint.
5. Experience of strategic Business planning and Risk Management.
