The Fuel BU is a world leader in the manufacture of fuels for nuclear power plants and research reactors in the world with R&D, design and plant centers on the American and European continent. Job description Your mission is to support a safety and licensing manager in the management of environmental impacts and associated permitting on the project. We are seeking an experienced Permitting Manager to develop and maintain the environmental impacts assessment for our nuclear fuels manufacturing project in the U.K. This role is crucial to the success of our project and ensuring high levels of regulatory compliance and maintaining the highest standards of environmental compliance. The majority of the project activities will take place in UK where the site is located and with limited travels to France or Germany. Mission Description Accountabilities Modelling, measuring and assessing environmental radioactivity and other environmental contaminants Undertaking offsite radiological and environmental impact assessments for discharges and disposals routes Prospective (predictive/modelled) and retrospective (measured/monitored) assessments Responsibilities Develop the overall environmental assessment (in the form of permitting condition arrangements, handbook etc.) and detailed planning schedule, identifying the requisite assessments, governance process and timing Author the technical specification for preparing the environmental baseline and required reports to be submitted to authorities Author specifications for undertaking specific environmental assessments supporting reports Coordinate with technical specialists, engineers, and operations teams across the wider business to gather input data for environmental assessments Ensure identification of relevant environmental features, devices, systems and circuits that are important to environmental protection and providing advice to the Company / project on the treatment and implementation such devices and systems Develop and ensure the requisite processes for undertaking Design Reviews, HAZIDs, HAZOPs and HASANs are adequate for environmental compliance Author environmental assessments and reports reflecting one’s own capabilities and time constraints Review environmental assessments and reports undertaken by others within Framatome and / or by consultants Identifying relevant environmental impacts scenario, learning and established processes from elsewhere in the group for implementing in the project Manage the environmental scenario during construction, including impact assessments and change control during construction Liaise with EA and LPA and represent the organization during the permitting on the environmental assessment process, supported by the licensing manager Provide subject matter senior guidance on environmental matters to the project, company senior management and relevant stakeholders. Contribute to and facilitate where necessary, project environmental assessment workshops, design reviews, design substantiation, BAT (Best practicable Environmental Option) optioneering etc. Facilitate understanding of the UK environmental context and approaches with briefing, training Profile Profile Will have a demonstrable record of delivering a range of environmental impacts assessment through authoring, contract management of third party delivery 7 years in the delivery of environmental assessment in an authoring role. 4 years in the setting to work of consultants, developing specifications and scopes of work, developing environmental methodologies and assessment strategies. Will be established senior level in their current employment one or more specific areas of environmental analysis e.g. ecology, soil characteristics, aqueous or gaseous discharge, radioactive contaminant and with a good understanding of other topics. Experienced in environmental assessment governance, challenge and review and regulator liaison. Candidates with specific experience of the nuclear fuel cycle (e.g. enrichment, deconversion, fuel fabrication etc.) will be of particular interest. Position Location: Bristol, England at the beginning of the project, and transfer at site (30 kms from Bristol) in due time. Professional travels: France, Germany and UK.
