The Economy and Climate Change team plays a key role in supporting sustainable and inclusive economic growth across Cambridgeshire. One important aspect of this is working with communities to reduce energy consumption and develop a variety of energy projects, in line with their vision and aspirations.
We are looking to appoint a Community Energy Development Officer to help deliver our work with schools and the wider community to achieve net zero and reduce fuel poverty and inequalities. You will work with a wide range of community groups and other stakeholders to bring forward a variety of energy projects to support low carbon lifestyles for our communities.

Our office base is Sackville House, Cambourne, with flexibility to work in alternative Council office locations, as well as homeworking.

What will you be doing?
As a Community Energy Development Officer, you will work with community energy groups to identify needs, provide appropriate support, and add value to the project development process. This includes working with partners to promote domestic energy efficiency and renewable energy projects.
Engagement with regional and national stakeholders in the community energy sector will enable you to identify opportunities for Cambridgeshire while sharing experiences from Cambridgeshire groups. You will also work with colleagues to develop and deliver a programme of awareness-raising activities on the decarbonisation of local energy infrastructure and behaviour change to reduce demand.
You will support the existing portfolio of over 60 schools in Cambridgeshire that already have low carbon technologies installed, ensuring they continue to function well and deliver the benefits they were set up to achieve, both financially and in carbon terms.
Working with communities and schools, you will administer a fund to support community energy projects and assist groups in sourcing match funding where needed. You will support colleagues from across the organisation to secure grant funding and other finance where available. You will have a good understanding of project viability and be able to work constructively and collaboratively with groups to make their projects a success.
Using available GIS datasets, you will support groups in project site finding and analysis, particularly in the early stages before technical consultants are involved through grant funding.
You will assist the Community Energy Manager in preparing internal and external presentations and reports and will present in front of various audiences. You will work with Communications colleagues to write, copy, and develop web resources for communities. You will help facilitate community groups to work with and learn from each other, both in Cambridgeshire and further afield.
About you
You will have a good understanding of the technical and financial aspects of renewable energy and other energy-saving projects, with a keenness to develop your knowledge in this area. You will be able to constructively work with groups and stakeholders on projects of various sizes and types to understand viability challenges and manage their resources efficiently to deliver successful projects.
Being competent with software tools is essential. Enabling constraints mapping for projects and supporting groups in a workshop setting to learn these skills will be required.
You will enjoy working with communities and have a clear and constructive communication style when explaining technical and financial issues to a non-technical audience. You will have excellent written skills and be able to develop copy for websites and other resources and guides for communities. You will also be proactive in seeking out best practices from other authorities and public sector partners regularly.
