Job Description
Job Summary:
Oversee and manage the Teledyne UK Payroll of approx. 1450 employees who are based nationwide to ensure that Teledyne UK meets its contractual, statutory and legal obligations to all employees ensuring they are paid accurately and on time each month. Support and manage the implementation of change in response to the strategic development of new business requirements from new technology to acquisitions. Design and implement robust system and business processes through engagement with the wider business areas in Teledyne UK.
Primary Duties & Responsibilities:
People Management
1. Recruit, develop, motivate, and manage the Teledyne UK Payroll Team.
2. Regularly review performance on a formal and informal basis, manage objectives and agree developmental actions.
3. Ensure they and the team are up to date with legislative changes and communicate effectively to the relevant stakeholders and business.
Payroll
1. Own and manage the employee payment process in respect of salaries paid to UK employees plus 1 Malaysian and 1 French employee.
2. Manage the process to ensure Teledyne UK meets its statutory obligations to HMRC as required, mitigating the risk of financial penalties.
3. Ensure all pension contributions are paid and reported in accordance with legislation.
4. Work with the pension provider on implementing SMARTEnrol.
5. Payrolling Benefits - CCV, C2W, Electric vehicles and healthcare.
6. Manage NMW potential breaches on salary sacrifice schemes.
7. Processing share exercises and the Employee Share Purchase Plan.
8. Liaise with ADP on National Minimum Wage checks based on worker category.
9. Liaise with ADP on Average Rate of Pay.
10. Work with KPMG on the preparation of reporting under Appendix 4.
11. Work with Global Mobility and KPMG on shadow payrolls and modified payrolls where required.
12. Interface with various payroll related service vendors, including ADP, to resolve problems and address operational issues.
13. Prepare and report the PSA.
14. Point of escalation for queries and complaints.
15. Manage the relationship with ADP and the service provided with iHCM.
Audit and Accounting
1. Work with Finance on internal, external and SOX audits.
2. Ensure journals are processed for the payroll and relevant accruals.
3. Utilising OneStream ensure that all payroll control accounts are fully reconciled.
Business Continuity and Data Protection
1. Ensure business continuity for all key finance processes.
2. Ensure Data Protection and retention is in line with statutory requirements and Teledyne policies.
Projects
1. Part of Global T&A project to implement ADP Workforce Manager, moving from ADP Self-Serve - due to go live October 2024.
Process Improvement
1. Continually review and influence processes, addressing areas for improvement and drive positive change within the payroll function.
2. Implement Service Levels for the department to be measured against.
3. Implement Key Performance indicators to measure success.
4. Work with HR and Finance to implement Aged Debtors to manage overpayments.
Job Qualifications:
Essential
1. Proven expertise in Payroll Management and managing staff at both individual and team level.
2. CIPP Qualified (Level 5 minimum) and Member of the CIPP.
3. Ability to recruit and identify new team members.
4. Ability to train, coach and develop team members and colleagues.
5. A strong team player with the ability to co-ordinate staff to work to tight deadlines.
6. Excellent written and communication skills with the ability to present information to management at high levels as required.
7. Experienced in ADP iHCM payroll, ADP Workforce Manager timekeeping or other ADP payroll software and applications.
8. Understanding and execution of change management principles and systems integration.
9. Strong interpersonal skills and ability to build strong working relationships with Teledyne staff across other departments (e.g. HR, Finance, IT, etc.) and 3rd parties at all levels and to handle difficult situations to resolve issues and agree a positive result. Collaborate with these groups to implement new programs and enhance current payroll practices.
10. Proactive with excellent attention to detail with the ability to plan, organise a team to deliver to tight deadlines is essential.
11. A methodical, attention to detail approach to work, together with the ability to monitor and control processes and procedures.
12. Strong skills to plan and control a project involving and directing other team members as required.
13. Fully professional approach and behaviour with a high level of personal integrity.
14. A pro active self-starter with the drive, energy, commitment, and enthusiasm to achieve results.
15. A forward thinker with the ability and drive to continuously develop and improve systems and processes.
16. A proven track record to work under pressure, prioritise tasks and demands to meet strict deadlines and timescales.
17. Excellent knowledge of Microsoft packages including Excel and Word.
Highly Desirable
1. Experience with ADP Workforce Manager.
2. Experience with Workday.
