The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 7,000 MOD Civil Servants located at over 300 locations. The Training Design Leader is integral in providing functional leadership for the systematic design of military training in accordance with regulations and Training Policy to support the Royal School of Military Engineering Group (RSME Gp). Leading on incorporating industry best practice, you will have a passion for learning and development, be self-motivated, have strong interpersonal skills, be committed to team working and capable of working independently.
This position is advertised at 37 hours per week.
Job description
We are looking for someone who can provide functional leadership to RSME Gp and its training design team on: The implementation of internal policies, Training design prioritisation, Project Initiation Meetings (PIM), the RSME Training Quality Manual (Defence Systems Approach to Training (DSAT)), Training Design Workshops and Continuous Professional Development (CPD) for your staff.
You will be responsible for overseeing 5 Civil Servants and 4 tri-service Military staff.
As the Head of Training Design your main duties will include:
1. If required, consult with appropriate bodies to identify new equipment entering syllabus as well as collaborating with colleagues on new equipment projects
2. Review Methods & Media assessments and reports and Contractor developed training documentation for new equipment
3. Advise Official Equipment Manufacturers (OEM) and Training Working Group (TWG) training documentation
4. Using current Training Design software tools, capture training design progress on Priority Courses, and update the Commandant and Senior Leadership Team
5. Actively seek new technology which can enhance the design and delivery of training.
6. Maintain knowledge of new developments in the fields of learning development, design, internal validation and learning technology
7. Manage prioritisation process by utilising and developing the Training Design Management Tool (TDPT)
8. Attend online and in person training meetings as team leader, representing your department
9. As part of a team, conduct 1st party audit activities for RSME Group as directed
10. Travel to all locations where RSME Schools and Units are based across the Melton Mowbray, Chatham and Camberley
Person specification
The successful candidate will be self-motivated with a passion for learning and development. You will be a committed team player, capable of working independently with an ability to clearly focus on outcomes and with strong interpersonal skills.
Essential:
11. Must possess proven competence in the use of Information Systems and/or European Computer Driving License (ECDL)
12. Must be able to effectively research and reference documents from a wide variety of sources
13. Must have proven Project management experience or be willing to complete Civil Service Learning �Project Management� e-learning training modules.
Desirable:
14. Must be a competent practitioner of the application of the Defence Systems Approach to Training (DSAT) or be willing to attend a weeklong residential course in Shrivenham to gain qualification
15. Will have a sound background in a discipline from an engineering or ordinance background
16. Will have an up-to-date knowledge of learning technology and its application in training
17. Will have a recognised Learning and Development qualification in developing and designing training, or a minimum of 2 year's experience in a Learning and Development role
