Are you a procurement professional who would like to contribute to the ongoing development and delivery of our award-winning Procurement and Contract Management Service? Then we have an exciting opportunity to join our team as a Category Procurement Officer.
Having recently gone through Local Government Reorganisation (LGR), we have seen the amalgamation of 8 district/ borough councils and the county council into one unitary Authority. As an organisation, we are progressing a significant transformation programme, and procurement and contract management is at the heart of this.
You must have experience in public sector procurement, organisational skills to plan, programme, and organise workload, negotiation skills, and knowledge and understanding of public sector procurement legislation. We are ideally looking for candidates with experience of Professional or Place category procurement.
In addition, you should ideally have a relevant degree or a professional qualification related to procurement (CIPS). For candidates who are not CIPS qualified, there will be a requirement to complete CIPS Level 4 Diploma in Procurement and Supply following a successful probationary period, as a minimum. The Council will pay for successful candidates to complete their CIPS training, including the payment of professional fees.
You will be expected to support the North Yorkshire Council Procurement and Contract Management Strategy and related regional and national initiatives and strategies, including social value and local procurement and supply chain development initiatives.
We have multiple roles available across the Master Categories, but we are particularly interested to hear from candidates with knowledge and experience within Technology or the Built Environment, which fall under the Professional and Place Master Categories respectively. The Council spends approximately £805m pa across a wide portfolio of services, this is split within the following Master Categories:
1. Professional Category - covering Technology, Learning & Development, Catering, Finance, Human Resources, Consultancy, Integrated Passenger Transport & Fleet.
2. People Category - covering Health & Adult Social Care, Children’s & Young People’s Services, Public Health and Social Care, Culture, Arts & Leisure, Educational Placements.
3. Place Category - covering Housing, the built environment (works construction, repair and maintenance), environmental services (waste management to weather forecasting), highways equipment and materials, utilities.
The role contains opportunities for career progression. Candidates that are qualified to CIPS Level 5 will be eligible to commence at Grade L, subject to being able to demonstrate the additional requirements of the role applicable at this level. This includes mentoring other members of the team and leading on high value/high risk procurements.

The position is based at County Hall, Northallerton. Please note there is a requirement to work in the office 2 days per week minimum, or more as business needs require.
