This is a dynamic role working with, and leading, a fast-paced in-house team of payroll officers to process and meet tight payroll deadlines accurately, and in a timely manner.
The successful candidate will be expected to play a lead role ensuring that their team understand and action all HR/Payroll processes, including interpreting IPO policy and guidance, statutory leave, and sick pay rules, HMRC rules and pension scheme information.
In addition, the HR and Payroll Team Leader will be expected to understand and action any monthly pension processes.
Working location
This role will be carried out in-line with IPO Hybrid working arrangements where staff are currently expected to spend at least 20% of their time working onsite from one of our offices. This role is based in our Newport Office.
The requirement for attendance at an office location can vary by role so we would encourage candidates to discuss working arrangements with the recruiting manager to agree a reasonable balance between working from home and the office.
Job description
* Manage a small-in house payroll team offering daily support and hold regular check-ins on an individual and team basis.
* Support the team using own expertise and knowledge of HR and Payroll, and any relevant systems to accurately process and meet monthly deadlines and targets.
* Take accountability for ensuring that payroll checks and BACS are run efficiently, and employees for the whole organisation are paid in a timely manner.
* Take responsibility for leading and implementing any payroll/pension legislative changes using logic of payroll elements and understanding of iTrent.
* Ensure that the IPO are compliant with Cabinet Office and CS pensions agreements by completing processes including, but not limited to:
o Completing and responding to monthly interface validation checks
o Investigate and respond to complex data requests, employer pension notifications, annual benefit statements and pension saving statements.
o Maintain compliance by completing employer pension guidance modules, CARE year-end processes and annual assurance statements.
* Maintain strong working relationships with relevant stakeholders (CS Pensions and Midland HR) to ensure the smooth running of processes.
* Take liability for payroll error and risk management. Identify and correct any payroll errors and put plans in place to mitigate further risk.
* Be responsible for compliance of payroll records and oversee relevant audits.
* Lead and conduct one-off activities such as pensions data cleanse exercises and data retention exercises.
* Annual processes relating to pay awards, bonus schemes and other IPO rewards.
* Experience of using iTrent as a payroll system is desirable.
