Band 8c Senior Programme Manager (Community Pharmacy/Optometry)
An exciting opportunity has arisen within the South West Primary Care Community Pharmacy and Optometry Commissioning Team.
We are looking to recruit a Band 8C Senior Programme Manager (Primary Care Pharmacy/Optometry), working as part of the Primary Care Commissioning Team within the South West Collaborative Commissioning Hub, which is part of NHS Somerset Integrated Care Board (ICB).
The Hub supports the 7 ICBs in the South West region with delivering their delegated responsibilities of commissioning primary care services. The Pharmacy and Optometry Team is responsible for working with ICBs to support the commissioning and contract management of:
1. Community Pharmacy
2. Dispensing Practices
This includes engaging with ICBs and key local system stakeholders, to ensure commissioned services are responsive to evidenced local need and are in line with national commissioning guidelines and ICB commissioning priorities. The team is also responsible for quality management and improvement across the network of providers in the South West.

Main duties of the job
You will manage and lead the team responsible for community pharmacy and optometry commissioning programmes and contracts, responsible for the development of effective working relationships at a senior level with ICBs, contractors, and key stakeholders.
With a focus on the commissioning and contracting of these services, you will also:
1. Use knowledge of commissioning and contracting to inform effective commissioning of services and commissioning development.
2. Enable and support the delivery of primary care transformation programmes.
3. Develop effective working relationships at senior level between commissioning, information governance, performance management, service development, finance, and clinical governance, to ensure the implications of commissioning decisions are appropriately reflected in primary care commissioning, contracts, and agreements.
4. Interpret and implement complex national guidance and regulations, ensuring local policies and guidelines deliver these as appropriate.
The role supports the business in driving transformation as well as value for money in planning and commissioning. The role is designed to build a combination of subject matter expertise and technical skills, and to support a partnership working approach with ICBs.

About the role
This role is focused on providing senior leadership to the strategic and operational commissioning and contracting of dental services within the South West Collaborative Commissioning Hub. The role will:
1. Be responsible at a senior level overall for the dental commissioning and contracting team and function, and for managing the portfolio of primary care commissioning and contracting services working closely with ICBs.
2. Provide leadership to the commissioning team and strategic support to ICBs in terms of policy and guidance informing the effective commissioning of services.
3. Lead and enable the delivery of primary care strategic transformation programmes.
4. Lead and support the development of effective working relationships between commissioning, information governance, performance management, service development, finance, and clinical governance, to ensure the implications of commissioning approaches are appropriately reflected in primary care commissioning, contracts, and agreements.
5. Strategically interpret and implement complex national guidance, ensuring local policies and guidelines deliver these as appropriate.
6. Support the team and partners in the strategic development of services and the development and redesign of care pathways, to ensure commissioned services provide quality and value for money.
7. Manage budgets as appropriate within financial envelopes.
8. Lead the management of the team, support team organisational development, and maximize opportunities for collaborative working across the CCH and with ICBs.
9. At a senior and strategic level, manage and actively promote effective working relationships with key stakeholders and partners.
As a Senior Programme Manager, the postholder will work as part of a dynamic team within the South West Collaborative Commissioning Hub, delivering an effective service supporting managers and staff across the Hub, ICBs, and the wider South West. The post holder will have overall operational and strategic responsibility for managing the dental commissioning and contracting function and support the team to work collaboratively with partners and stakeholders accordingly.
