The Role & Key Responsibilities
To act as the operational liaison officer during live operations, working within and supervising a professional surveillance team, as a trained operative, capable of conducting covert surveillance operations and ensuring the team produces high quality evidence and intelligence. Overseeing various covert surveillance techniques to gather intelligence, information and evidence. Leading a dedicated team in support of police and partner investigations. To promote the values of Surrey and Sussex Police, delivering a quality service whilst supporting the detection and prevention of crime. Applications are invited from substantive Sergeants with the relevant qualifications to join the Surveillance Team.
To manage the team whilst covertly undertaking observations and surveillance, utilising technical recording equipment in order to secure evidence and/or intelligence in support of Cluster/Force intelligence operations.
To undertake the role of operational liaison, ensuring that surveillance operatives are fully briefed prior to deployment and to ensure all opportunities to gather evidence and/or intelligence are identified.
To liaise with other departments and agencies providing advice on surveillance bids and techniques.
To ensure that the intelligence gathered during the course of surveillance is disseminated efficiently and effectively.
To maintain knowledge and awareness of significant changes in criminal law and procedure and developments in surveillance techniques, training and equipment.
To support staff in training and development and manage Focus meetings.
To be responsible and accountable for the care and maintenance of equipment and vehicles.
To maintain knowledge of their working practices and identify opportunities to provide and receive specialist assistance when necessary.
To report directly to the Detective Inspector on relevant matters and to keep them up to date on the progress of deployments.
To ensure the team follows procedure and to manage any staffing or equipment issues.
To carry out any other duties as may be determined by the Detective Inspector.
To provide on call support to Surrey, Sussex and the region.
Skills & Experience
It is essential that the post holder:
1. Is a substantive Sergeant with relevant experience.
2. Is an effective manager and communicator and displays determination and enthusiasm, is able to lead and assist others within the team by example and strives to maintain and improve standards.
3. Is dedicated to the role and show flexibility to duty often being required to work unsociable hours.
4. Has the ability and confidence to work on own initiative.
5. Is able to pass the Force Fitness Test and to maintain his or her own personal levels of fitness and health.
6. Has a sound knowledge and recent experience of Criminal Investigation and proactive covert operations, including experience of Sensitive Material and court procedure and case file preparation and management.
7. Has knowledge and understanding of National and Force policies covering the deployment of surveillance operatives and/or technical equipment.
8. Is in possession of a current Q1 (Level 1) surveillance licence and a current Police Advanced car licence.
9. Has attended a national/local log and disclosure course.
10. Has a good working knowledge of relevant guidance within the ACPO Surveillance Manual 2006, including RIPA and associated authorities.
11. The post holder must be vetted to Enhanced Security Clearance level.
