Location: This role is based in The Quadrant MK with other locations to be considered. This role is a full-time opportunity, flexible working patterns will be considered. For Quadrant:MK, you must live within 90 minutes of The Quadrant.

We’re interested in hearing from candidates with strong project and change management experience, preferably within the rail industry (or similar). An understanding and appreciation of frontline operations would be favourable, although not critical. You’ll have excellent non-technical skills to support building strong and productive relationships with key stakeholders.
About the role (External)
About the team:
The Operational Capability team in System Operator develops and specifies standards, competence frameworks, training and professional development arrangements for all operational roles across Network Rail. The team includes Standards and Competence Managers and project and change management professionals who collectively support route teams to improve their operational capability.
What does the average day look like?
You will play a vital role in driving impactful change and improvement across our portfolio. You will develop and deliver strategic plans, ensuring they are aligned with our objectives and embedded seamlessly into regional and route operations. By collaborating with subject matter experts, managing forums, and fostering relationships with suppliers, you’ll balance timelines and technical precision to produce fit-for-purpose outcomes.
Your contributions will include leading continuous improvement initiatives informed by data and user feedback, while providing clear, consistent reporting to track progress and mitigate risks. Working alongside the Operational Capability Delivery Manager, you’ll help shape a coherent change strategy that supports operational excellence and reflects the needs of our diverse end users.
Key Responsibilities
1. Experience delivering successful and lasting business change in a complex environment, preferably frontline railway operations.
2. Strong stakeholder engagement skills, with experience developing effective engagement plans and supporting communications activities.
3. Experience of successfully using different project management tools and techniques, with the ability to identify and implement proportional delivery and governance approaches.
4. Proven experience of using continuous improvement principles and techniques.
5. Sound commercial acumen, with experience managing suppliers and budgets.
6. Understanding of internal NR procurement and governance processes.
7. Educated to degree level, or with equivalent professional experience.
