We are about to take the next step in our corporate development, having been registered by Ofsted almost 6 months ago. We are now seeking a dedicated, kind and intelligent Head of HR to join our senior management team at North Star.

Role Overview
The Head of HR will oversee all human resource functions as a team of one in a new, dedicated HR unit, ensuring compliance with employment law, safeguarding regulations, and best practices in staff and safer recruitment, onboarding, retention, and development. The role requires a strategic HR leader and mentor who can support a growing workforce, drive inter-employee engagement, define and implement a productive KPI scheme, and maintain a culture that aligns with our mission of providing exceptional care for children in our residential homes. We are seeking an apolitical person, with a strong sense of how to loyally support the Chairman/CEO to bind the employees tightly into a common culture of integrity and kindness to each other, of fostering a better understanding about value, investment and the need for positive net revenue at all times, and to help to drive the business forward on a rapid expansion of multiple homes establishment over the next three years.
Key Responsibilities
* Strategic HR Leadership: Develop and implement HR policies and procedures in line with employment law and Ofsted regulations.
* Recruitment & Retention: Lead and implement recruitment strategies to attract and retain high-quality care staff, ensuring safer recruitment practices.
* Employee Relations: Provide guidance on HR matters, including performance management, grievances, disciplinaries, and conflict resolution.
* Training & Development: Oversee staff training programs, ensuring compliance with regulatory requirements and promoting professional growth.
* Compliance & Safeguarding: Ensure all HR policies align with safeguarding protocols and industry regulations.
* HR Administration: Manage employee records, contracts, onboarding and terminations.
* Wellbeing & Culture: Foster a positive work environment that supports employee wellbeing, engagement, and retention.
* Creating and implementing KPI's for all the mid and senior people roles
Person Specification
Essential:
* CIPD Level 5 or above (or equivalent HR qualification).
* Proven experience in an HR start up leadership role, ideally in children’s social care, but possibly also in education or healthcare.
* Strong knowledge of UK employment law and HR best practices.
* Experience with safeguarding procedures and safer recruitment.
* Excellent interpersonal, mentoring and communication skills.
* Ability to work independently and as part of a team.
Desirable:
* Experience within children's residential care .
* Understanding of Ofsted regulations and compliance requirements.
* Mental health and wellbeing HR initiatives experience.
