The primary purpose of the role is to deliver the invoicing, reimbursement, reconciliation and debt recovery activity. The role requires invoices to be produced accurately and efficiently in line with our internal timetable,�ensuring reimbursement of funds to the relevant authorities working collaboratively with internal and external�stakeholders. The role will also provide an escalation point for debt recovery activity.
Job description
Health and Safety Executive (HSE) is the independent regulator for work-related health and safety. We act in the public interest to reduce work-related illness, death and serious injury across Great Britain�s workplaces.
This is an exciting opportunity to work in HSE�s central finance division (PFPD), this is a personal performance post that will have direct responsibility for the delivery of the cost recovery/ invoicing function for the newly formed Building Safety Division (BSD).
Your main duties will include:
1. The production of invoices and handling of subsequent queries from both internal and external stakeholders.
2. Working closely with the BSD Operational Support Team to streamline and improve processes and ensure accurate invoices are directed to the correct duty holder.
3. Work with officials from the Fire & Rescue Service and Local Authorities to ensure the timely reimbursement for their services when commissioned by the BSD. This includes extracting data from Dynamics and monthly reporting and reconciliation.
This post will require extensive knowledge transfer and training from the existing Bootle based team which will require attendance for 3-5 days per week during the training period and it is expected that there will be ongoing face to face collaboration to ensure consistency in process and development across the various income regimes.
Part-time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of hours Per week.

Your main duties will include:
4. Issue invoices for BSD services in the most efficient and cost-effective manner, developing process improvements and challenging current ways of working.
5. Reconcile receipts using the relevant systems and resolve invoicing queries.
6. Support the development and implementation with other PFPD colleagues of a streamlined reimbursement process for the supporting authorities.
7. Work collaboratively with SSCL (our shared services provider) to identify payments that are unallocated, ensuring prompt action and updating of records.
8. Provide escalation support to the Band 6 colleague on the recovery of debt in line with HSE�s Debt Strategy.
9. Support the Band 4 with the submission of Debt Collection Agency/litigation files and subsequent queries/ requests for additional information.
10. Receiving and responding to emails/ calls on invoicing and debt related activity.
11. Deal with ad-hoc tasks within the wider cost recovery team providing support and cover for other income regimes.
Essential Skills and Criteria
12. Previous experience of invoicing;
13. Competent MS Office skills, particularly Word and Excel;
14. Good organisational and planning skills to enable delivery to a strict timetable, following a defined process;
15. Effective communication and influencing skills to be able to communicate both internally and externally.
