Primary lead for all aspects of Supply Chain Management for Morgan Sindall on the PPP Programme for a major project and member of the supply chain management leadership team.
The supply chain discipline within PPP has three discrete teams.
* Nuclear SCM leadership – Senior Leadership Team member for nuclear, driving strategy and standards
* PPP Services which deliver Multi Project Procurements (large frameworks), Category Management and maintains Supply Chain Health, Risk and Monitoring.
* Project Led – Each major project has small Supply Chain teams that call off from the above frameworks as and when they require also lead the management of running bespoke procurement activities for their given projects.
Operating in a matrix structure the Supply Chain Lead reports to the commercial Lead and operations lead as their line manager for project procurement delivery activity and functionally to Morgan Sindall Supply Chain Director
The Supply Chain Lead is responsible for all aspects of Supply Chain Management and Procurement activity on a major project. This includes the full lifecycle from Procurement Strategy, Market Engagement, Prequalification, Tendering, Governance, Contract Award Risk Management and Supplier Relationship Management. A number of procurement routes will be utilised from either Category Management, Competitive Tendering or Sole Source Justification.
The Supply Chain Lead will also directly lead/manage a small team of Supply Chain/Procurement professionals.
The role holder works closely with the other professional disciplines such as Design, Health & Safety, Quality, Operations and Commercial etc throughout the procurement lifecycle. The role holder will be expected to justify the procurement decisions through internal and external governance bodies.
Also, required to develop and maintain strategic initiatives pertaining to PPP and Morgan Sindall supply chain in line with the programme and organisations supply chain vision; supporting the bid teams at work-winning and project teams at contract, in terms of the development and implementation of strategies required to achieve the optimum results.
Key Responsibilities and Accountabilities
Accountable for the implementation, development and maintaining robust supply chain relationships that support Morgan Sindall in both work-winning and current project delivery.
Accountable for the governance and embedding of controls and risk mitigation in the current and future supply chain.
Build capability within the nuclear supply chain management team and implement tools and systems for efficient delivery, whilst providing coaching and mentoring to team members.
Lead the team to maturity for the development and delivery of the Supply Chain Strategy, functional development plan to support the delivery of the committed objectives and business unit success factors.
Lead the development and implementation of specific category and project supply chain strategies that both align themselves to the PPP and Morgan Sindall supply chain vision and deliver best value to projects.
Ensure external insight and demonstration of an understanding of the External Market Pressures for key categories of spend.
Lead or support bid teams at work-winning in delivering the agreed strategy, fully assessing supply chain risk and opportunity, reporting on market responses, advising on scope reductions and fixed price allowances.
Support project teams in the development of the optimum supply chain required to successfully deliver the project, providing a ‘watching brief’ on procurement delivery.
Research, develop and implement improved and innovative relationships with suppliers aimed at establishing commercial, technical and contractual environments for delivery of improved value in order to ensure longer term customer and supplier relationships are maintained through the development of robust contract management and supplier relationship management (SRM) processes and systems.
Identify and manage key strategic suppliers via the supplier relationship management partnership programme, ensuring SRM meeting, visits and audits are undertaken by the team and strong collaborative relationships are established and maintained to drive performance and value.
Establish and maintain effective channels of communication with key supply chain members through supply chain forums, 360-degree performance reviews etc. Agree and discuss areas for improvement together with the effective communication of best practice.
Lead contributor to develop and deliver the nuclear business unit supply chain strategy aligned to the overall PPP and Morgan Sindall supply chain strategy.
Lead the development and oversee the project specific Acquisition Strategy supply chain strategy aligned to the overall Morgan Sindall supply chain strategy and supply chain vision.
Produce and maintain the Project Procurement Plans drive performance across the team to deliver commitment on time and manage stakeholder to achieve output and overall outcome for the project.
Work closely and effectively with all other disciplines to ensure that the vendors will provide assured delivery and maximum value against the time, cost, quality, and safety requirements of the business unit
Lead the identification of and challenge practices and procedures, both internally and within the supply chain, to remove non value adding activities.
Produce quarterly reporting on the performance of the supply chain and develop and implement improvement programmes with the vendors to achieve continuous improvement.
Accountable building robust relationships with key stakeholders and representing the function with presenting of function/team capability and performance.
Business Partner approach to providing regular status updates communications to the client, project key stakeholders and upwards to management ensuring alignment.
Take a lead role as a member of the supply chain function to identify and share best practices across the business.
Monitor and report on the availability of appropriate resources required to deliver the business unit supply chain requirements. To identify shortfalls in the resources available.
Ensure the effectiveness and continuing development of the procurement process. The application, establishment and modification of the processes, strategies and control procedures involved in the procurement activity.
Strong commercial acumen and able to lead the negotiation of terms and conditions confidently within delegation of authority having a track record of using NEC contract form for contract drafting and management.
Identify and manage commercial, reputation, ethical and other risks associated with the procurement process to ensure that undesirable consequences of the risks are mitigated and opportunities realised. Ensure compliance with the safety code for subcontractors, sustainable procurement strategy, within the selected supply chains.
Lead and influence key members of the supply chain both at pre-qualification and pre-bid stages to ensure that the optimum supply chain is in place to maximise our ability to win the work.
Develop and oversee the tender procurement strategy that identifies critical packages of work and clearly defines how we will approach the supply chain in order to optimise price and minimise risk both operational and commercial.
