Compliance Manager

Our client
Our client, a Northwest based Housing Association, is looking to recruit a new Compliance Manager on a permanent basis. This is a full-time role, working 35 hours per week.
Reporting to the Operations Director, you will be responsible for the effective management of Health and Safety processes in homes and housing schemes, ensuring the organisation complies with its statutory obligations and meets best practise standards.
The role
As a Compliance Manager, you will.
1. Lead and manage contracted partners who deliver health and safety work programmes. You will assist in providing, monitoring and addressing management and performance information, service delivery and contract compliance to drive improvements to service delivery.
2. Lead, manage and administer the gas, fire safety, asbestos surveying and register, electrical installation certification contracts, lift maintenance and legionella testing, ensuring appropriate levels of performance and collaborative partnerships are achieved.
3. Be the named officer having specific responsibility for ensuring all properties in the association's ownership have in place a valid CP12 gas safety certificate and a valid electrical certificate and appropriate records are kept across all areas of compliance.
4. Procure, tender, manage and monitor service contracts including quality inspections involving tenants.
5. Undertake contractor appraisals for quality assurance and value for money purposes.
6. Act as the point of contact for tenants related to the health and safety work programme.
7. Ensure operations comply with statutory responsibilities. Including all areas of health and safety.
8. Work with the Operations Director to set budgets for your areas of responsibility and monitor the performance against the budget raising concerns when performance becomes out of line with the forecasts.
9. Ensure all targets and performance indicators in the area of operation are met and take improvement action when this is not the case.
10. Using health and safety / compliance IT systems, produce regular reports demonstrating assurance of statutory obligations, attending Board as required.
11. Actively engage in internal audits in your area and implement learning.
12. Take a lead with writing all relevant policies and procedures relating to compliance.
13. Be the lead person for service charge setting for tenants where services are delivered and undertake annual service charge consultation meetings with tenants.
14. Be an emergency contact for out of hours calls.
15. Investigate stage 1 complaints in accordance with the Housing Ombudsman's Complaints Handling Code.
The successful candidate.
16. Recognised qualification in one or more of the key risk areas (i.e. gas, fire, legionella, asbestos and electrical).
17. Specialist knowledge related to one or more of these areas.
18. Management or supervisory experience.
19. An excellent understanding of Social Housing Landlord Compliance - Gas Servicing, Asbestos, Electrical Testing, Legionella, Fire Safety and Lifts.
20. Understanding of property condition issues with a commitment to maintaining the condition and appearance of properties and schemes.
21. Contributing to the development of policies, procedures and / or working practices.
22. Experience of establishing and maintaining records systems and information systems e.g. SDM, T and other IT platforms.
