Hours per week: 37 Monday-Friday, normal working hours
Role Length: This opening assignment is for 6-7 months

Hybrid-working role with potential attendance on site by agreement and in relation to specific need only
The Senior Application Support Officer is responsible for day to day supervision and management of an identified area of the Application Support Team. The team are responsible for managing the day to day running of the City Councils IT applications, this includes a helpdesk function; system upgrades; access, event and request fulfilment processes, and for ensuring all other associated tasks are carried out effectively and timely. Ensuring effective management of IT incidents/requests and their resolution, providing appropriate and timely updates minimising impact to customers and stakeholders.
Responsible for a team of up to 10 officers who carry out monitoring, advise, and upkeep of IT systems/processes and liaison with stakeholders/suppliers. To help planning, productivity and functioning of the team.
The postholder will oversee team development of systems and processes to ensure effective running of IT systems and recording of data in line with statutory legislation changes; change programmes and data protection/GDPR.
Key Responsibilities:
Manage the development, implementation, maintenance and improvement of Application Support policies, processes, procedures and standards.
Manage the implementation of service improvement working in partnership with internal/external stakeholders
Provide and monitor an effective Application Support Function. Manage the day-to-day activities, ensuring service levels are maintained and continually improved.
Lead/oversee co-ordination of system upgrades.
Ensure escalation of issues to system providers or Application Support Leader as appropriate.
Ensure effective liaison with relevant suppliers and stakeholders providing best practice advice when appropriate.
Analyse performance and make recommendations for improvements to process and user controls based on analysis of data and management information. Encourage and promote best practice, particularly in the area of customer service orientation
Ensure all processes reinforce effective data quality and data security
Lead and support the measurement and benchmarking of an Application Support Function that provides consistent processes, standards, and best practice.
Lead and manage a team of up to 10 staff members.

Knowledge:
Knowledge of Housing
A working knowledge of SQL
Experience:
Experience developing and maintaining Oracle database applications using the PL/SQL programming language.
Current commercial experience of developing applications in a business environment, ideally local or central government or a housing association.
Experience developing in Oracle - PLSQL/SQL, Linux/UNIX etc. including some API development exposure
Designing and developing database schemas, stored procedures, functions, and triggers using PL/SQL.
Optimizing database performance by tuning SQL queries and PL/SQL code.
Developing and executing test plans to ensure the quality and accuracy of PL/SQL code.
Troubleshooting and resolving issues related to PL/SQL code.
Technical expertise including data extraction and transformation using PL/SQL (Oracle and SQL server).
Skills & Abilities:
Excellent organisation, time management and prioritisation skills with the ability to complete assigned tasks within agreed time scales, costs and quality constraints.
Ability to work independently in a self-directed way and to take the lead on specific project/programme work packages and/or workstreams.
