Reporting to the Lead Consultant, this Consultant Engineer role is in the Flooding, Shoreline and Harbours team of Structural Services, within Roads and Transportation Services. This position is predominantly focused on the Shoreline and Harbours team.
The main purpose of this role is to assist in the delivery of flood risk management, coastal, and harbours obligations in accordance with national legislation, standards, and policies of Fife Council.

Main Responsibilities
1. Provide professional and technical input into effective flood protection, shoreline management, and harbours functions.
2. Contribute to the duties as the Flooding and Coast Protection Authority under current legislation.
3. Assist in developing a Coastal Community Adaptation Plan, incorporating coastal flood risk, erosion data, and social disadvantages.
4. Review the Fife Shoreline Management Plan in detail.
5. Manage procurement, design, and supervision of hydraulic flood and coastal studies, and construction of related projects.
6. Manage maintenance programmes for water, coastal, and maritime structures using in-house and external contractors.
7. Assist in developing forward design and construction programmes within budget profiles.
8. Review legislation, best practices, and standards; develop responses, strategies, and policy updates.
9. Maintain effective control over delegated budgets.
10. Conduct inspections of Coastal and Harbour Assets and Body of Water.
11. Assist operationally with Harbours' compliance and implement duties under the Coast Protection Act 1949.
12. Investigate and draft responses to customer inquiries and correspondence.
The Person
1. Educated to SCQF level 10, with an Honours Degree in Civil or Structural Engineering or equivalent.
2. Member of professional bodies such as MICE, MCIHT, MIStructE, or MCIWEM.
3. Registered as a Chartered Engineer (CEng) with the Engineering Council.
4. Experience in project planning, management, and contract management using NEC contracts.
5. Strong time management, communication, report writing, and analytical skills.
6. Knowledge of civil engineering functions, flooding, shoreline management, and harbour maintenance.
7. Understanding of civil engineering specifications, contracts, and tender procedures.
8. Ability to manage flood schemes, assess risks, and ensure safety legislation compliance, including the Construction (Design & Management) Regulations 2015.
