An exciting opportunity has arisen at NELFT NHS Foundation Trust for the dynamic role of a Trust Security Manager.
You will be responsible for providing professional leadership and support for Security at NELFT NHS Foundation Trust.
Main duties of the job
You will ensure compliance with statutory legislation, deliver training, and carry out inspections and audits of practice against Security related
policy and procedures.
We are looking for someone that is highly experienced in security management; with excellent knowledge of security within a large community and mental healthcare setting. You will possess a wide breadth of security knowledge together with a range of management skills to be able to deliver results and support both Management at all levels and frontline clinical and non-clinical staff.
It is important that the individual is open and adaptable to change and willing to challenge unacceptable practice that does not promote the safety of the patients or staff within the Trust care. The individual will have evidence of competence in a Security Management role.
You need to be able to demonstrate; strong interpersonal, communication and presentation skills, be organised and possess strong IT skills. Be
experienced and proficient in the use of Microsoft packages including; Excel, PowerPoint and Word. As a team player, you’ll be able to prioritise your work in order to meet deadlines and have a team and customer focused approach. Previous experience of working within a healthcare environment or the NHS is desirable but not essential, As full training will be provided. Access to a vehicle is essential for this role.

NELFT place a great deal of importance on new starters being properly welcomed and inducted into the Trust.All new starters will join the Trust on the first Monday of each month and will undertake a comprehensive induction of up to two weeks which will include mandatory training, systems training and the allocation of equipment. As part of the process new starters will have the opportunity to also meet the executive team, senior managers and attend a number of drop in sessions focussing in engagement, health and wellbeing and key processes.The induction will be held at our head office in Rainham, Essex.
Probationary Period
This post will be subject to a probationary period. Internal applicants are exempt from the probationary period (unless you are an internal applicant currently part way through a probationary period or currently a bank member of staff).
High Cost Area Supplement
This post also attracts payment for High Cost Area Supplement of 15% of the basic salary (with a minimum of £4,551 to a maximum of £5,735).
Detailed job description and main responsibilities
· To act in accordance with the seven generic principles as outlined in the Professional Approach to Managing Security in the NHS and instructions contained in the NHS Security Management Manual.
· To actively promote a pro-security culture Trust wide through regular communication and training with staff.
· To regularly update the Trust on security issues through a range of media, including web-pages, newsletter, leaflets, posters and presentations to a range of different audiences including staff and professional groups.
· Contribute to the Trust’s Security Policy and procedures and ensure these are regularly reviewed and updated and comply with the Secretary of State’s Directions 2004 and ensure the reporting arrangements of the NHS SMS are met.
· To provide information to Clinical Managers, Directors, Police and other external bodies relating to security incidents as and when required.
· Responsible to ensure security systems in all identified building or redevelopment works are fit for purpose and suitable for the needs of the service. Users of our service need to be assured the security systems in place are safe and reliable as these impacts on all services.
· To plan and work with clinical teams on Security strategies involving alarm systems, key management and radio systems. Developing robust procedures and processes to ensure this is effectively managed and ensure the safety of our buildings, service users, staff and visitors to the site.
· To liaise effectively with clinical teams to make complex decisions that will impact on the safety of all users to the site. This will involve complex and sometimes controversial conversations that require diplomacy and decisions to be made that may not be popular. Excellent negotiation skills will be required to reach an end result that is workable and that services agree to that will ensure the safety of all users to the site and the security of our buildings.
· The security service impacts on all wards/departments and visitors to the site, excellent communication skills are required to ensure all service changes and changes in procedures are discussed, agreed and communicated effectively.
· There may be a requirement to restrain service users following the direction of the clinical manager. Restraint must be used in accordance with government guidelines and Trust protocol.
· There will be involvement in incidents such as but not limited to self-harm, hostage, violent outbursts, these may be stressful and traumatic which will be distressing but this has to be dealt with efficiently and effectively to ensure the safety of all involved at the time of the incident.
LSMS (Local Security Management Specialist)
· To act as one of the Trust’s nominated LSMS ensuring that the Secretary of State’s Directions 2004 and other instructions issued by the NHS Security Management Service (SMS) are implemented.
· To ensure incident reporting is maintained and incidents are actioned, reviewed or escalated at appropriate levels. To ensure lessons are learned from incidents so that appropriate preventative measures are progressed. This will include participation in local and national risk identification projects.
· Investigation of security incidents and liaise with Police in regard to such matters
· To undergo and successfully complete propriety checking and the professional and accredited training in security management provided by the NHS SMS, and to co-operate with any further training provided by the NHS SMS and with the NHS SMS programme of quality assurance.
· To ensure that all NHS security management work is carried out within a professional and ethical framework developed and provided by the NHS SMS.
· To ensure that an inclusive approach to security management work is taken, involving both internal and external NHS stakeholders where appropriate and necessary.
· To establish the NHS SMS strategy for the Trust working with clinical teams and senior leaders to ensure fit for purpose and achievable
· To be aware of the complex reasons for violence within services and work with clinical teams to support victims and encourage pressing of charges if appropriate. This may involve difficult and sensitive conversations. To lead on day-to-day work to tackle violence against staff and professionals in accordance with the NHS SMS national framework and guidance. Develop a strategic plan to promote a change of culture
· To establish strong links within the organisation and with police and other relevant stakeholders to support the planning, implementation and review of actions required to tackle violence and security issues, based on service need.
· To ensure that appropriate steps are taken to create a pro-security culture within the Trust and area of responsibility so that staff and patients accept responsibility for this issue and ensure that any security incidents or breaches that occur are detected and reported.
· To ensure that appropriate links are made with the Trusts risk assessment process, including its health and safety advisers, so that security issues and environmental audit are an integral part of that process.
· To investigate security incidents and breaches in a fair, objective and professional manner so that the appropriate sanctions can be applied and preventative action considered.
· To participate actively in the post-incident review process and attend multidisciplinary team meetings as appropriate in order to support staff in taking steps to tackle violence and security issues and promote a pro-security culture.
· To work towards applying a range of sanctions against those responsible for security incidents and breaches, working with the Trusts legal department.
· To work with the Trust legal department to ensure that, where appropriate, redress is sought from those responsible for security incidents and breaches and where a loss of resources is incurred.
· Responsible for delivering security, safety and search training to staff
· Responsible for trusts compliance with the NHS Security Management Manual issued by NHS Protect
Knowledge and experience
· To have knowledge of NHS standard contract and in particular with regard to NHS counter fraud and Security Management,
· Full knowledge of Information security management NHS Code of Practice April 2007
To have an understanding and ability to advise on the law in relation to but not limited to Stalking, Harassment, Assault, GBH, ABH, Trespass and Criminal damage. Support may be required for staff and service users and the role of the Security Manager is to support and advice in these matters
· To support victims of violent assaults in a sensitive emphatic manner following correct procedures and supporting the victim if they wish to press charges. In the event of a criminal activity there may be a requirement to take criminal justice statements and/or prepare prosecution files to submit to the CPS and case management. The Security Manager will have experience in collating and providing the relevant documents and liaise with the police as and when required and keep staff/service users informed of progress.
· To have experience in interviewing witnesses using the PEACE Model (Planning and Preparation/ Engage and Explain/ Account/ Clarification, Challenge and Closure/ Evaluation.
· Knowledge of the Regulation of Investigatory powers Act 2000 (RIPA) is required.
· To be responsible for the management and confiscation of potential weapons so knowledge of Restriction of Offensive Weapons Act 1959 is essential
