Service area: Digital Change and Technology
Applications are sought for a permanent Business Change Programme Manager to join the corporate change team. You will manage a team of internal change consultants working with service Directors and change boards to support one of the major programmes which are components of the council’s challenging transformation and financial recovery ambitions.
You will be allocated specific responsibility for one major programme area which currently are:
* Children’s services.
* Adults services.
The roles are inter-changeable and it is likely that these may change according to renewed priorities. You will manage a small team directly (typically 5-10 staff) and will also matrix-manage other staff, working in multi-disciplinary teams and comprising service staff, ICT, finance and people services colleagues.
The key focus will be for you to act as the prime change Programme Manager to support an Executive Director through their Change Board to support and manage their change programme providing suitable governance assurance, accountability for programme delivery, management of resources, engagement and communication, progress updates and mitigation of risk.
Having responded to the immediate financial emergency, the council is now moving to financial recovery and needs to focus on new challenges, including true transformation of service delivery, predicting and containing demand pressures, modernizing customer access and developing data driven decision-making for service operations, alongside performance and cost review of existing services to facilitate efficiencies and service improvements. You will be key in supporting these change processes.
There are currently 5 substantive roles of Business Change programme manager (of which this is one) reporting to the Business Change & Corporate Programmes Manager. Each one leads their own major programme, supports at least one change board, sometimes more, and deals with their own service or cross-cutting client base, managing several workstream leads.
This is a mid-management role and will have regular contact with Directors, senior managers and service staff and other professionals and will be required to produce effective and complex highlight reports.
