An exciting opportunity has arisen for a Property and Compliance Manager to join First Garden Cities Homes. The successful candidate will have the opportunity to work closely with a talented team of professional colleagues across every department to help drive a culture that puts Health and Safety at the heart of service quality.
Reporting to the Head of Asset and Compliance, this is a new role providing an opportunity to shape the way we work together with a keen focus on data-led assurance and decision-making.
The role will provide technical specialist assurance and expertise for landlord compliance, with the overall purpose of ensuring safe homes and neighbourhoods and safe working conditions for colleagues.
Key outcomes for this role will be:
* Providing systematic assurance that FGCH is fulfilling all its statutory and best practice asset compliance and general Health and Safety requirements to residents and staff.
* Administering and managing the performance of all contractors providing landlord compliance related services, including gas, electric, fire, asbestos, lifts, water hygiene.
* Responsible for quality assurance of all asset management and property data, providing quality assurance over data that is held, maintained, and updated compliantly within Information Systems.
* Coordinating and ensuring effective and compliant fleet management of the small, in-house maintenance team.
* Assuring compliance with the Health and Safety at Work Act and related regulation and best practice.
Key accountabilities:
* Day-to-day operational delivery of FGCH's landlord compliance monitoring function, gas, electric, water, asbestos, fire and lifts. Ensure delivery of a comprehensive, compliant service that is fit for purpose and delivers value for money.
* Ensure policies, procedures and processes comply with relevant legislation and identify and execute any changes required.
* Identify and quantify landlord compliance and other Health and Safety compliance, including HHSRS tracking, recommending and implementing remedial action on a timely basis, as appropriate.
* Develop and maintain a robust stock data and information including the maintenance of oversight of the HHSRS risk register.
* Oversee asset data analysis, including reconciliations, inspections, cleansing, transforming and modelling data to inform business decisions and priorities.
* Ensure the in-house maintenance team's vehicle fleet is managed and maintained compliantly.
* Oversee the performance of contractors in relation to the gas, electric, water, asbestos, fire and lifts landlord compliance functions, ensuring a system of regular desk-top and on-site checks are in place and tracked against agreed quality criteria.
* Manage, Coach and support the Property Services Coordinator and Compliance Administrator to enable high performance and day-to-day service continuity.
* Monitor and assure Health and Safety at work requirements across the workforce, including supporting and assuring risk assessments, Health and Safety plans, workplace assessments, evacuation processes and related activity.
* Through data analysis, contribute to the development of FGCH's planned and cyclical maintenance programmes to address identified stock-related risks.
* Work closely with the Tenancy Services and Development teams to ensure standards are met for respective areas of responsibility.
* Develop and manage relationships with relevant key stakeholders, including the Fire Service, local and county council representatives.
