The Humber region is the UK’s largest port industrial cluster, comprised of four ports handling over 10% of the UK’s seaborne trade, with over 30,000 shipping movements per year. This activity is supported by a Marine team, which after a restructure of responsibilities is seeking a Dock Master with a strong marine technical background to join the team. You will join a small group of four colleagues who are responsible for managing marine operations within the ports, taking specific responsibility for one port within the region. Alongside this, you’ll lead on port development projects across all four ports, ensuring safe, efficient, and cost-effective delivery. You should have prior involvement with developing port-based or similar infrastructure projects and be able to provide marine technical expertise in this matter. Managing a team of 5 Assistant Dock Masters you’ll have strong management capabilities with experience of coaching and developing staff whilst maintaining exceptional standards of safety.
Accountabilities Of The Role
1. To discharge the duties of Dock Master for the Statutory Harbour Authorities areas as defined in the appropriate legislation, and as required by the departmental structure.
2. To act as the departmental lead for port development projects, and for marine infrastructure and critical asset management, providing appropriate marine technical expertise and ensuring the management of safety of navigation risk and conservancy objectives.
3. To closely liaise with the Operations function on port requirements, incidents and other port operational activities.
4. To monitor the implementation of the Marine Safety Management System to ensure all Ports comply with legislation, ABP Marine Policy, the PMSC and the Company’s Health, Safety, Environmental and HR policies.
5. Take operational responsibility for the control of serious marine casualties or incidents and investigations including subsequent liaison with the HSE / MCA / MAIB.
6. Maintain regular liaison with Dock users, adjacent Harbour Authorities and regulatory authorities.
7. Support the preparation, monitoring and execution of the departmental capital and operational cost budgets.
8. Responsible for the ongoing management, development and training of marine staff ensuring the job holders have sufficient knowledge to be able to operate independently on a day-to-day basis.
Skills & Experience
1. STCW II/2 Master or Chief Mate qualification, or alternative qualification such as UK Harbour Master Certificate, with appropriate experience.
2. Senior level experience in port management or in managing a statutory authority.
3. Experience of port development projects.
4. Experience of managing marine environmental matters, knowledge of marine consenting regimes.
5. Thorough knowledge and understanding of modern risk-based safety management techniques and systems, and marine and H&S legislation.
6. An understanding of, and ability to balance, commercial and operational requirements, ability to facilitate continuous improvement and deliver consistent high quality marine services.
7. High standard of communication skills, both verbal and written.
8. Strong planning and organisational skills, with a proactive approach to identifying solutions to problems, and the ability to apply good judgement and reasoning in problem solving and decision making.
9. Full Driving Licence.
10. Experience of marine accident investigation, incident management, emergency planning, exercising and response. (Ideal)
11. Experience in liaising with regulators, statutory bodies, and other key stakeholders. (Ideal)
