The Defence Situational Awareness Data Provision Manager is a member of the Defence Operations team and assists with the fulfilment of the objectives of the UK StratCom/UKHO Customer Service Agreement (CSA) and its Service Definition Annex (SDA), with particular emphasis on provision of digital products and services in support of operational Situational Awareness (SA).
The post holder will be responsible for the continuous coordination and prioritisation with Navy Digital to ensure timely delivery of globally deployable maritime geospatial data capability (£1.3M of classified assets) in direct support of frontline operations, in addition to delivering end user education through hosting and support to visits at UKHO and training in use of maritime geospatial data capability at/on defence bases/assets.
This is a joint administration and technical role. The post holder will be expected to lead the continued delivery of the deployable HM GEOINT capability to the Royal Navy and other Defence users. The post holder will use general guidance, supplemented by more specific instructions in addition to directing the B3 within the defence operations team to deliver effective output in relation to high priority defence requests.
Our Military Data Management Team directly supports Defence contingent operations and capability by providing maritime data, products, and services as part of our Defence public task.
The core part of this role involves data management and onward dissemination out to a wide range of Defence customers. This role will supply foundation GeoINT to the RN Fleet and react promptly to real world events.
This role requires the holder to connect with all parts of the UKHO enterprise, creating and sustaining key relationships with multiple technical teams and SMEs.
The Military Data Management Team and the Defence Operations Team are in office for a minimum of 3 days per week. Hybrid working is supported and coordinated through the management chain.
Training: Following an initial period of 4 weeks training in office, there will be a period of continuation training of between 6 – 12 months, validated through a process of continuous assessment of the post-holder’s experience, knowledge, skills, and attitude.
As UKHO’s Defence Situational Awareness and Data Provision Manager:
* Lead the continuous coordination and prioritisation with Navy Digital to ensure timely delivery of globally deployable maritime geospatial data capability (£1.3M of classified assets) in direct support of frontline operations.
* Cohering maritime geospatial data from across the Defence GEOINT Enterprise and UKHO (including MFDB and FDB systems) to be made available for onward dissemination with release conditions declared.
* Deputise as B1 Military Data Manager and provide resilience in support of emergent maritime geospatial data requests, including coordination across UKHO, Defence Intelligence and Frontline Commands.
* Provide consultancy service as the maritime geospatial data provision technical SME to inform evolution of defence maritime geospatial datasets, products, and services.
* Deliver end user education through hosting and support to visits at UKHO and training in use of maritime geospatial data capability at/on defence bases/assets.
* Assist in the management, supervision, and delivery of defence visits to UKHO. Provide digital support to the implementation of data support to NCGI.
* Maintain oversight and management of the records for HM GEOINT capability (currently laptops) contents and distribution.
* Present to visitors on the deployable GEOINT capability and maritime GEOINT data dissemination services, with an understanding of the wider defence products.
Required skills and experience
The post holder will need:
* Security clearance or capable of achieving such.
* Demonstrable understanding of Geospatial Information Systems with particular in-depth knowledge of Esri ArcGIS Enterprise service and experience of using an automated service management.
* A strong understanding of handling geospatial data and products.
* A strong working knowledge of current UK Defence & NATO Communications Information Systems (CIS) and Defence security regulations.
* A strong team-work ethic & proven track record as a team player, leader in a technical service role.
* Possess the confidence to prepare and deliver presentations up to 1* level with robust communications skills across wide organisational departments and with external customers and suppliers.
* Must demonstrate experience of IT system monitoring and managing a Production environment.
* Demonstrate the ability to effectively manage another team member in relation to data requests with quick turnaround times.
