Introduction
The Parliamentary Security Department (PSD) is responsible for physical and personnel security across both Houses of Parliament and provides support to Members and staff when away from the Estate. Its purpose is to keep Parliament safe.
The Security Information and Risk Analysis Service (SIRAS) was established in 2022 to collect, store, analyse and disseminate information about threats to MPs and wider Parliament.
The Role
The post holder will report to the Deputy Director of Members' Security and Risk, managing a team which collects information relating to MP's security from a wide range of sources (including online, open sources), and conducting bespoke risk assessment activity for MPs jointly with the Police.
The post holder will also be responsible for driving forward the team's strategic change priorities, managing its crucial relationships with government, the Police and both Houses of Parliament.
Some of the responsibilities for this role include:
* Managing and leading SIRAS, and developing the staff within; providing direction and support to SIRAS staff to ensure that they are motivated and engaged.
* Managing relationships with a wide range of internal and external partners (in particular the Police and Home Office) to ensure all relevant information pertaining to MP and wider Parliamentary security is gathered, handled, stored and shared according to relevant processes.
* Working collaboratively with the Metropolitan Police's Parliamentary Liaison and Investigative Team (PLaIT) to ensure joint risk assessment activity makes best use of each organisation's skills, experience and knowledge.
* Supporting the development of new capabilities and initiatives to improve the security of MPs.
* Overseeing SIRAS' budget, performance reporting, corporate risk and contract management activity, and driving forward the team's strategic change portfolio, setting goals, deadlines and reporting progress to senior stakeholders.
Skills and Experience
To be successful in this role you will demonstrate:
* Experience of leading and managing teams in a security-related discipline, allied with comprehensive knowledge of intelligence assessment. Experience of managing triage, analysis and/or assessment teams is highly beneficial.
* Sound judgement, decision-making and risk assessment skills. Experience in making risk-based decisions, ensuring the team's risk assessments are well-informed, robust and appropriate risk mitigation activities are considered. Awareness of political, legal and reputational risk considerations.
* Excellent relationship and partnership building skills. Experience of multi-agency or cross-departmental collaboration on security matters, especially with Police or government. Experience of influencing and persuading senior stakeholders to deliver against strategic outcomes, and of forging cross-organisational consensus on challenging topics.
* Leadership and people management. Experience of setting realistic objectives, monitoring performance, giving feedback and supporting development. Ability to motivate, lead and develop a team, championing the values of equality, diversity and inclusion.
* Excellent written and verbal communication skills. Experience of creating or overseeing the creation of intelligence assessments, delivering security advice to senior stakeholders, and ensuring the team's written outputs are informative, compliant and reflect the organisation's wider position.
