Devon Local Maternity & Neonatal System are seeking an experienced registered midwife who is passionate about improving perinatal services. You will need well developed leadership, negotiation and communication skills, with an ability to influence and effect positive change. Working collaboratively with clinicians, commissioning colleagues and other stakeholders involved in Perinatal Quality Surveillance across Devon LMNS, the role will ensure that there is a strong leadership around safety for perinatal services at all levels and that best practice and learning is routinely shared. You will oversee and assure the implementation of key national perinatal transformation, quality & safety strategy in Devon. You will need excellent communication skills and experience of developing working relationships as well as an understanding and experience of working across a complex system to deliver service improvement. You should also have a good understanding of national policy for Maternity & Neonatal services; for example, Better Births, the NHS Long Term Plan, The Perinatal Quality Surveillance Model & the Ockenden Report. You should be able to demonstrate good practical and conceptual knowledge of healthcare improvement methods and practices. Recent relevant experience in maternity transformation, quality & safety is required. Main duties of the job This role will work collaboratively and in partnership with clinicians, commissioning colleagues and other stakeholders involved in Perinatal Quality Surveillance across Devon LMNS. The role will ensure that there is a strong leadership around safety for Maternity and Neonatal systems at all levels and will ensure that that this work stream identifies and shares best practice and learning from investigations. It will oversee and assure the implementation of the Perinatal Quality Surveillance Model, and the recommendations of the Ockenden Report. Person Specification Experience, Knowledge & Qualifications Essential • Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to masters level equivalent. • Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement • Should have an appreciation of the relationship between provider organisations, NHS England and Improvement and individual care organisations • Educated to masters level or equivalent level of experience of working at a senior level in specialist area. • Ability to support the budget setting for a number of teams/services across a directorate. • Registered Professional Midwife with confirmed entry on specialist register NMC • First level degree or equivalent experience and/or working towards a Masters degree. • Completion of leadership development programme/ course/ module • Management course/qualification • Demonstrable work experience of professional clinical experience at a senior level in maternity services. • Proven record of leading and effectively managing change. • Experience of leading on patient safety issues and achieving change in practice. • Demonstratable experience of service improvement and transformation, achieving cultural change to improve service quality. • Experience in leading the development, delivery and implementation of service redesign plans. • Highly developed communication, influencing and negotiating skills at a senior level. • Ability to act independently, resolve complex problems and have good decision making skills. • Ability to work effectively as a part of the multi -disciplinary team. • Have the ability to utilise the appropriate judgemental skills when assessing and advising clients and relatives in crisis situations. • Advanced and in depth knowledge of current developments / Issues in obstetrics and gynaecology which may influence the service • Ability to interpret and apply best practice and promote its use with others. • Demonstrate capability to plan over short, medium and long term timeframes and adjust plans and resource requirements accordingly • Knowledge of human factors within healthcare • Knowledge/ experience of quality improvement methodology • Excellent approach to partnership working and to delivering priorities across different organisations. • Ability to interpret, implement and disseminate National Guidance.
