Duty station: Mogadishu with frequent travel to other locations
Reporting to: Deputy Country Director-Operations
Type of Contract: National - One-year Fixed Term

Job Summary
The Senior Supply Chain Manager will be a member of the management team and will provide leadership and oversight to effectively and efficiently manage the Supply Chain function. S/he will provide adequate technical guidance and support to the supply chain team over all aspects of the supply chain function (procurement, fleet, assets, logistics and warehouse) across CARE Somalia in accordance with CARE policies and procedures.
Job Responsibilities:
1. Strategy/Leadership - 30%
Design and implement a coherent Supply Chain organizational structure in CARE Somalia and management of stakeholders to ensure responsiveness to program needs and priorities, and in line with Key Performance Indicators.
2. Strategic Sourcing and Supply Chain Compliance/Risk Management - 30%
Lead the procurement team to drive procurement efficiency through forward planning and putting Framework Agreements (FWAs) in place.
3. Facility, Fleet, Assets and Warehouse Management - 25%
Ensure that the country’s fleet (owned and rented) is fit for purpose to deliver CARE’s programmatic needs.
4. Staff and Performance Management - 10%
Accountable for overall performance of the country supply chain function against the key performance indicators.
5. Other responsibilities as assigned - 5%
Qualifications
Required Education: Bachelor’s degree in supply chain/Procurement/Logistics/Business Administration/ or equivalent. Master’s Degree in Supply Chain/Procurement/Logistics/Business Administration or equivalent. Professional qualification in Procurement and/or Supply Chain Management (CIPS qualification or equivalent).
Required Experience/Technical Skills: Minimum of 5 years’ experience in CO and/or regional field in program support areas (procurement, logistics, supply chain). Good understanding of various donor policies and procedures relevant to procurement, knowledge of local markets as well as international procurement regulations. Strong analytical skills with ability to synthesize and organize data and report on findings. Strong management skills, highly organized with strong attention to details, take initiative, prioritize, and manage multiple tasks, problem solving, flexible.
