Job Summary
The South West Capital team manages significant capital resource for the region. This includes c.£1.0 billion of system operational capital and national programme capital for 2024/25. The role is a key part of the South West Regional Finance Directorate, delivering support to system, commissioner and provider organisations.
The successful candidate will be responsible for the day-to-day reporting and monitoring of the regional capital programme, in addition to other strategic finance work as required. They will provide support to the Senior Finance Manager and Deputy Head of Finance. There will also be line management responsibility for an additional member of the Capital team.
Previous experience in a similar role, ideally within the health and social care environment, is key. The successful candidate will have a good working knowledge of Microsoft packages, particularly Excel and PowerPoint, and be familiar with accounting software, such as Oracle and Oracle Business Intelligence. Excellent attention to detail, a clear communication style and an ability to develop good working relationships are further attributes that are essential to succeed in this role.
Interviews for this post will be held in person. The successful applicant will be required to work a minimum of 40% of their time in person at either the Bristol, Taunton or Chippenham office bases.

Main Duties of the Job
* Supporting the Capital team to track and monitor capital expenditure to enable accurate month-end and year-end monitoring and reporting, helping organisations to deliver their financial targets and plans.
* Processing the monthly data received from the IFRs (Integrated Finance Return) and PFRs (Provider Finance Return) into the regional capital data pack.
* Producing the monthly suite of capital reports for both internal and external stakeholders, including analysis of trends and variances and identification of associated risks.
* Supporting the Deputy Head of Finance to deliver the monthly system capital meetings with the system and provider organisations.
* Participating in capital year end processes, including working closely with system and provider organisations to resolve capital issues.
* Supporting the month end process for commissioner capital, including review of journals and monitoring of prior year accruals in line with the month end timetable.
* Leading the monthly ICB capital meetings with the ICB capital leads.
* Reviewing PIDs (Project Initiation Document) for commissioner capital, providing assurance to the Regional Director of Operational Capital.
* Supporting the sharing of knowledge and best practice through collaborative working with regional and national colleagues.
* Proactively contributing to the development of capital processes, procedures, systems and improvements across the region.

Job Responsibilities
As Finance Manager Capital, the post holder will work as part of a dynamic team in delivering an effective service supporting managers and staff across the South West region, including:
* Supporting the team to have robust processes in place to track and monitor all capital funding sources for accurate month end and year end monitoring and reporting of capital.
* Day to day management of the capital programme, including capital allocations, general ledger management and adjustments, coding structures and other related capital processes, systems and procedures.
* Production of monthly capital performance management information and critical analysis of trends, variances and associated risks, thus enabling strategic decisions to be made.
* Provide advice and support on capital processes, systems and procedures.
* Support building effective relationships across key stakeholders such as providers, commissioners, systems and regional and national teams including Capital and Cash and Strategic Estates.
* Assist in the development and operation of processes, systems and procedures to enable the region to effectively manage capital investment.
* Provide strategic financial support for new initiatives or projects as necessary.
Person Specification
Qualifications
Essential
* Further training or significant experience in project management, financial management or supporting change management processes.
Desirable
* Working towards or have obtained a recognised CCAB accountancy qualification.
Knowledge and Experience
Essential
* At least three years' experience of working in an accountancy environment.
Desirable
* A good understanding of the health and social care environment and roles and responsibilities within it.
