Description
We are looking for a Senior Subcontracts Manager to join the team! The Senior Subcontracts Manager assists in moderately complex and routine subcontract administration functions to include review and negotiation of agreements, subcontracts and other contractually related documents.
Essential Duties and Responsibilities
include the following. Other duties may be assigned:
1. Responsible for all aspects of subcontract formation and administration.
2. Responsible for activities ranging from small consultancy engagements through to large, complex technical procurements.
3. Evaluates requirements and prepares RFQ/RFP’s including assignation correct prime contract flow-down provisions.
4. Evaluates subcontractor proposals including analyzing exceptions to terms, performing risk assessments and cost or price analysis as necessary.
5. Develops negotiation strategy and negotiates and awards subcontracts.
6. Produces and maintains all subcontract records.
7. Develops and documents small business plans in accordance with government regulations.
8. Monitors performance of subcontractors, negotiates changes and performs closeout on subcontracts in accordance with company procedures.
9. Input to S&OP process, ensuring Supply Chain demand planners are aligned with subcontract deliverables.
10. Establishes and maintains excellent working relationships with internal and external customers.
11. Assists in updating department policies and procedures and contractual documents, including research of current regulations and laws.
12. Participate in special projects as needed.
13. Frequently works with Enterprise Resource Planning (ERP) system for tracking and reporting of data.
14. Progress high value POs and contracts through corporate approval matrix before execution.
15. Contribute to BU and Corporate cost reduction initiatives.
Qualifications & Competencies
To perform the job successfully, an individual should demonstrate the following qualifications and competencies:
16. Knowledge of ECSS, FAR, DFARS, DCAA and other agency regulations.
17. Familiar with DCAA audits.
18. Formal procurement qualifications such as MCIPS advantageous.
19. Source to Pay (S2P) & Procure to Pay (P2P) knowledge.
20. Excellent verbal, written and presentation skills.
21. Advanced computer proficiency using Microsoft Office Suite (Word, Excel, PowerPoint).
22. Ability to work independently and exhibit excellent problem-solving skills.
23. Displays exemplary ethics and business conduct and performs work cognizant of safe work practices.
Education and/or Experience
24. Experience working in Space and Defence industries is advantageous.
25. Degree level or equivalent in engineering, commercial/business management advantageous.
26. Additional specific government contract management education or certifications a plus.
27. Eight (8) plus years of experience in various types of subcontracts for complex items or R&D under federal government contracts, including cost-type and fixed price.
28. Experience developing commercial terms and agreements in an engineering environment.
29. Experience supporting bid teams in interpretation and management of customer commercial terms, and flow down of terms.
