The LSC ICB is responsible for improving and meeting the health needs of the population, managing the NHS budget, and arranging for the provision of health services across LSC.

Working with system partners, the LSC ICB mental health team is developing a Recovery and Transformation programme, which requires a high functioning Programme Management Office (PMO) to support the delivery and long-term success of this programme.
This post will provide support to the programme across the end-to-end process of identification, implementation, and evaluation (tracking, challenging, and reporting) of delivery across the priority transformation, cost improvement, and productivity programmes. The postholder will operate in an agile and flexible way, to best meet the requirements, priorities, and challenges of the Recovery & Transformation Programme as it becomes fully established.
Main duties of the job
The postholder will take the lead in embedding a sustainable 'PMO Operating Model' for the mental health programme within LSC, which will support the delivery of the Recovery & Transformation programme, including the immediate and medium-term priorities. Responsibilities include:
* Developing the project management approach, governance, reporting, and monitoring framework across the Recovery and Transformation programme.
* Building a common set of project management tools (PIDs, project plans, and report templates).
* Embedding the system PMO Operating Model into everyday practice.
* Leading the programme to improve the quality, consistency, and oversight of projects and programmes, including identifying and mitigating key risks to delivery.
* Ensuring the mental health team delivers effective and high-functioning programme management capabilities.
* Effective deployment of programme management resources to target priority areas.
* Identifying interdependencies between projects and recommending actions to ensure delivery of best added value.
* Analysing and interpreting highly complex, sensitive, or contentious information regarding projects.
* Providing and presenting highly complex, detailed, and potentially sensitive information to key senior stakeholders.
* Working with Project Teams across LSC to ensure project documentation meets necessary quality standards.
* Ensuring all learning points from projects are captured and used to support ongoing delivery success.
* Providing timely progress and exception reports on project status to the Director of Mental Health.
* Leading on the design and implementation of the PMO reporting and governance process.
* Supporting the Director of Mental Health in regular project assessments and audits.
Leadership
* Acting as the lead advisor to the Mental Health Director on programme management and delivery.
* Working closely and collaboratively with leaders and leadership teams from across the system.
* Building strong relationships to influence and drive delivery.
* Providing leadership and expert advice in programme management across the LSC ICS.

Person Specification
Education and Qualifications
* Educated to Masters degree level or equivalent relevant senior management experience.
* Advanced project management qualification such as PRINCE or equivalent.
* Trained in service improvement methodologies with significant experience of application in practice.
Experience and Knowledge
* Significant experience at a senior management level in an area relevant to this post in the NHS or partner organisation.
* Experience of leading the implementation of service improvement including complex change management programmes.
* Significant experience of working in a successful programme management environment.
* Track record of leading and delivering workforce change and transformation programmes at a system level.
* Demonstrable experience of working within the System Oversight Framework.
Skills and Competencies
* Significant experience of industry standard programme management tools.
* Significant experience of coordinating projects in challenging complex environments.
* Demonstrable successful delivery of project outputs to required time, quality, and cost.
